7. (Secret - JMM) Talked to Ed Braswell, Chief of Staff, Senate
Armed Services Committee, who in response to my question, said he
was not sure when the Fuibright amendment might take effect, but would
look into it and let me know if he could provide any information.
Also in response to a question, Braswell said that he had been
briefed on Saturday, 26 September, on Soviet activities in Cienfuegos
by a DIA representative. Braswell indicated that he received an apparently
full briefing on all available evidence, and he was not told of any "holddow.:"
on this information which he said he immediately passed on to Chairman
Stennis and would feel free to pass on to any other Committee members
who inquired.
. cret - LLM) Called Jay Sourwine and per the advice of
Mr. CI Staff told him we could not comply with his most recent
request concern in (see Journal of 22 September 1970).
Sourwine accepted this but said he wanted to be sure that no one else got
to I Iefore the Subcommittee did. I told him that it would appear
that it would work out that way insofar as it was under our control since
it is our policy to honor Committee requests on a first-come, first-served
basis. Sourwine recognized the hedging immediately and said as far as
he knows it is completely under our control, all in a friendly manner.
I told Sourwine that we had no information on the purported diary
of the Katyn massacre which was in his possession and in response to my
request he said he would be happy to supply a copy.
9. (Internal Use Only - LLM) Mr. Robert Hull, Department of
State, ,called to compare notes on responses to Office of Management and
Budget's request to State and the Agency, among others, for comments on
the private relief bill for the two Navy civilian employees aboard the
Pueblo. We were in agreement in supporting the bill, but Office of
Management and Budget has requested that State specifically comment on
the desirability of handling this type of problem in general legislation,
and we discussed various aspects of this.
