Called Mr. Sam Papich, of the FBI, re our ina ion a orts in connection with the Ervin n bill. I said one of my contacts on the Hill had suggested that H. Allen Smith, a former Bureau agent, might help us. Since Smith and Representative Charles Wilson are from California, I suggested that Smith might sound out Wilson about granting the Bureau and the Agency exemptions from Representative Wilson's bill (the House version of the Ervin bill).. Papich said he would pass this suggestion along to the Bureau's congres- sional liaison people. 2, 25X1 Called the office of Senator Jacob Javits (R. , N. Y. as follow up to his efforts to reach the Director Friday after- noon (7 February). Senator Javits will be out of town the rest of the week, and his secretary was not available, but left message that I had called. 3.1 1 Received a call fro FBI.S, informing us that she received a note from the ice o epre- sentative John S. Monagan (D. , Conn.) asking us to cancel their four subscriptions. (See Journal item of 8 January 1969). I I Spoke to Larry Conrad, Chief Counsel, Senate Su chit ee on Constitutional Amendments, concerning the Ervin bill (S. 782). Conrad said he had been informed by Paul Woodard,of the Ervin Subcommittee, that no hearings are planned and it is expected that the Subcommittee will report the bill out, as will the full Committee,for an early vote on the floor. On the question of the Arthur Flemming Award, Conrad said he was unable to attend the meeting and sent Larry Cummings, of Senator Bayh's office, to sit in for him. Conrad was unable to furnish any information on the meeting. 7.1 Ispoke to Franzetta DeGooyer, on the stall o the Senate Subcommittee on Immigration concerning their request for information Mrs. DeGooyer said Senator Hartke had not reintroduced the bill and they will put in a new request for information if and when he does. 8. Hand carried to Robert O'Brien, in Speaker McCormack's office, a copy of a 1966 OER publication entitled "Foreign Trade of the European Satellites in 1965: A. Statistical Summary (ER 66-27, November 1966)". I had previously advised O'Brien that another publication which he requested had been printed in a study prepared by the Joint Economic Committee. I explained our policy with regard to publications of this sort and asked O'Brien to restrict the distribution of these documents as much as possible. Met with William Woodruff, on the staff of the Sena J e Appropriations Committee, to keep him up-to-date regarding our thinking on the Ervin bill. Woodruff still feels we should pursue this matter in the Judiciary Committee through Senator Birch Bayh (D. , Ind. ) and that the Director should raise the subject at the next meeting of the CIA Subcommittee. Woodruff said he could give no guarantee that the Director would not receive a somewhat negative reaction from Senator Russell but he feels that the Agency should bring it to the attention of the Sub- committee meeting involving legislative matters which are of concern to us.
