Talked to Mr. Ralph Preston, House Appropriations
Committee staff, who advised that it will be necessary to go over the weekend
before will be able to firm up the time for meeting of the Subcommittee
on Tuesday. There is a continuing conflict between other committee meeting
commitments of the Subcommittee members. I thanked Mr. Preston for the
advice and told him I would be back in touch first thing Monday.

5.1 I John Clarke, D/PPB, and I met with Messrs.
William Woodruff and Ralph Preston, of the ante and House Appropriations
Committees respectively,for a discussion o pro Terns relating to:
a. The Agency Reserves.
b. The Fulbright amendment to the Military Procurement
Authorization bill.
c. The Agency budget.
Mr. Clarke is preparing a Memo for Record regarding items a. and c.
Regarding the Fulbright amendment problem, we explained to
Woodruff and Preston the request of Frank Slatinshek, Assistant Chief
Counsel, House Armed Services Committee, for material which Chairman
Rivers might use to attack the Fulbright amendment in the upcoming House-
Senate Conference. Woodruff pointed out a number of problems involved
in attacking the Fulbright amendment, but agreed we had no alternative but
to try to respond to Slatinshek's request.
Regarding the Director's scheduled appearance before the House
Appropriations CIA Subcommittee on Tuesday, 22 September, Mr. Preston
said we should be prepared for questions regarding the Agency Reserves.
John Clarke, I and I met with Frank
Slatinshek and presented our material for the use of unairman it.ivers
in'opposing the Fulbright amendment. We also lent Slatinshek for back-
ground use only material prepared by OGC discussing the legal aspects of
the matter.

Appropriations Committee, who advised that we are scheduled for Tuesday,
22 September, but no time has been set for the meeting. He also renewed
his budget question to which I responded that I hoped we would be back to

10. Met with Mr. Ralph Preston, House Appro-
priations Committee staff, and discussed in some detail the Military
Procurement Authorization Act and the amendments that were made by
the Senate. He noted that this bill is apparently headed into difficulty
in conference between the Senate and House Armed Services Committee,
at least in part due to the very strong position already taken by
Chairman Rivers with regard to the points at issue. He also noted the
present adjournment talk in the Senate (15 October) does not appear very
realistic at this time.
I briefed Mr. Preston on the following items: aerial hijacking
and PFLP; continuing SAM activity in the canal standstill zone; potential
Soviet aircraft shipments to the UAR; operational assignment of Flogger
and Foxbat aircraft, and Soviet military aid commitments to Pakistan.

Wednesday - 9 September 1970
6, Mr. Conger, accompanied by Mr. O'Neill,
met with Representative Ogden R. Reid (R. , N. Y.) and brought him
up to date on events in the Middle East. Representative Reid told us that
two women constituents of his are being held hostage, and in consequence
a greater portion of the time was spent in discussing the hijack question.
As in the past, Representative Reid expressed his appreciation for
Mr. Conger's presentation.
25X1A 7. I I Met with Ralph Preston, House Appropriations
Committee staff, and briefed him on the Chinese preparations or nuclear
tests; Chinese destroyer and submarine construction; Soviet SA-6 mobile
SAM system and deployment of AS missiles to long range aviation; Soviet
SS-NX-8 test failure; continued Egyptian construction of SAM sites; and
Soviet naval vessels in the Caribbean.

8. Met with Mrs. Thelma Green, Manpower
and Civil Service Subcommittee, House Post Office and Civil Service
Committee staff, who advised that Committee bills on the Wage Board Act
and mailing regulations will be on the floor and that no Subcommittee business
has been scheduled for this week.
