Approved For Release - 100010071-6 OCI No. 0942/66 CENTRAL INTELLIGENCE AGENCY Office of Current Intelligence 11 February 1966 INTELLIGENCE MEMORANDUM The Dominican Republic Situation Report (Report as 1:15 PM EST) 1. The departure of Defense Minister Rivera, now scheduled for tonight, is not yet certain. Juan Bosch, in a public statement, has made it clear that the objective of the general strike which he is back- ing is to pressure Garcia Godoy into implementing his 6 January decree which called for the reassignment overseas of all the service chiefs. Bosch's reported declaration appeared to echo a statement of firebrand Hector Aristy, who was quoted as saying that "violence is likely to continue" until armed forces' leaders heed the President's orders and go into exile. These statements could cause Rivera to reconsider his de- cision to leave since it makes his departure appear to be the result of leftist and Communist pressure. 2. The US military attaches have confirmed press reports that army Colonel Perez y Perez has been sworn in as Minister of Defense. According to the attaches, a change of command ceremony is to be held at 3:00 PM EST and Rivera is scheduled to leave the county to- nightr DIA review(s) completed. No major disturbances have been reported since daybreak, but sporadic firing took place during the night. Some fire yesterday was directed against US forces patrolling downtown Santo Domingo, but it was not returned and no casualties were reported. One of the targets of yesterday's mob violence was an official UN car, which was set afire. 4. Press reports indicate the general strike has met with considerable success this morning. The director of the government owned sugar corporation, the country's largest industry, is quoted as saying that all the corporation's mills are shut down.
