Thus far action appears only to have been taken in Djakarta. Over 20 army officers, including Defense Minister General Nasution and Army Commander General Yani, are reported under arrest at the hands of the "30 September Movement"-- the name taken by the group which has assumed power under a paramount Indonesia. Revolution Council. All homes of top army leaders are under heavy guard. Djakarta, heavily patrolled by military forces, is presently calm; there have been no reports of violence. However, fighting could erupt in out- lying areas in connection with the announced intention by the now ruling Revolution Council in Djakarta to establish a network of provincial Revolutionary Councils. Communiques issued by the Revolution Council charge that counter-revolutionary military leaders, banded together as a "council of generals;" had been readying a rightist coup for 5 October, Armed Forces Day.. The generals are alleged to have been working with CIA agents to overthrow Sukarno. Whether Sukarno instigated or at least consented to the purges, or whether he is merely going along with the actions taken by leftist elements is not yet clear. There has been no direct word from Sukarno, although various communiques by the State Dept. review(s) completed. Some ambiguity exists between an initial announcement that Sukarno remains as "head of state" and a later communique naming the Revolution Council as the "supreme authority in the country." In-any event, the Indonesian cabinet has been dissolved according to a 1 October decree; the present ministers are charged with continuing to discharge their responsibilities until a, new council of ministers is formed by the Revolution Council. It has also been announced that Indonesia's foreign policy would not be changed, but would remain "free, active, and anti-neocolonialist" Dr. Subandrio, leftist leaning lot Deputy Prime Minister and' Foreign Minister, would ap- pear to be involved in the present apparently acting in collusion with power play, Indonesian Communist (PKI) leaders. Embassy in D? .A late SITREP from the Djakarta, notes that calm reigns at Communist headquarters in the capital and that PKI leaders a ear com la.cent about events. II Air Force Commander Omar Mani has publicly embraced the aims f o and has ordered air force alert to "crush any attempt eto~endangerbthen the revolution." Dani and Navy Commander Ma.rtadinata, are listed as members of the Revolution Council Which which is headed by Lt, hnder of de Colonel Untung, battalion presidential guard. Suggestive of the revolutionary flavor of the new ruling groups is an announced decision that all military members of the Revolution Council holding a rank higher than Lt. Colonel will be reduced to that level to conform with Untung's status.
