INTELLIGENCE MEMORANDUM
Situation in the Dominican Republic
eport #159 --As of 7: 00 am
1. Radio Santo Domingo, now speaking for
Caamano's rebel government, broadcast portions
of a statement by President Caamano late last
night in which Caamano is quoted as declaring that
he will not tolerate either rightists or leftists
in his government. During a press conference,
Caamano is reported to have declared that I'll am
a Dominican and primarily democratic," He had
some strong statements on the US military presence
in Santo Domingo, stating that "no sovereign gov-
ernment can permit occupation forces in its ter-
ritory and I ask through international organiza-
tions that the US troops leave quickly. We do not
want conflict with the United States, but if they
advance on the city in violation of the ceasefire,
we will be obliged to defend ourselves,"
2. A radio station in Santiago, Chile, broad-
case a telephone interview with Juan Bosch last
night. Bosch declared that "panic has taken hold,
of the United States... this is why it is fabricating
Communists in Santo Domingo and elsewhere in Latin
America."
3. The US Embassy in Ecuador reports that
Foreign Minister Escudero and Liberal Party leader
Borja have told the ambassador that they both know
Colonel Caamano, that they do not 'consider him a
Communist, and that they strongly tend to 'believe
that he represents the pro-Bosch forces and senti-
ment in the Dominican Republic. Nevertheless, the
Ecuadorean government has no intention of according
Caamano's government "immediate" recognition.
