INTELLIGENCE BRIEFING I accompanied OCI, to a briefing of Mike Van Dusen and George Berdes on the staff of the House International Relations Committee,and Richard Preece, of the Library of Congress. The subject was a political and military overview of countries in the Arabian peninsula and Ethopia. They requested the opportunity to meet with some of our people during a trip planned beginning 16 October to the above ned countries. Since I had previously cleared this wit I told them I would work something out. 2.1 LIAISON Ben Marshall, Security Director, Senate Select Committee on Intelligence, called to ask whether Mark Gitenstein, who recently rejoined the Select Committee staff, could participate in the general briefings being given to the Committee staff over the next few days. Gitenstein had been with the Committee in the past, worked for ACLU for 2 to 3 months and is now back with the Committee 25X1 again. After discussing the matter with I land learning that the FBI report for his time with ACLU had j usr come in o the Committee staff, I called Marshall back and told him that Gitenstein would be welcome to attend the briefings. I also told him that preparations had been made to prepare a badge for Tom Connaughton, also of the Select Committee staff, when he visits the Agency on Thursday for a briefing. I told Marshall that the report on the 25X1 physical security of the Committee offices which he had asked about was be' sent to the Staff Director today and I also mentioned to him that was completing details on a procedure for the destruction of documents and would be back in touch with him on it in a few days. 3. LIAISON Per his request, mailed to Tom Dine, Senate Budget Committee, a copy of the Agency publication entitled, "Directory of USSR Ministry of Defense and Armed Forces Officials." BRIEFING I called Marian Czarnecki, Chief of Staff, House International Relations Committee, and advised him of the briefings given to Mike Van Dusen and George Berdes of the staff and told him that we were making arrangements for possible field contact if Van Dusen and Berdes so desired. DMINISTRATIVE/DELIVERIES Met with aro z ips, on the staff of Senator Charles Percy-'(R., Ill. ), and provided her with the following Agency reference material per her request: PRC State Council and Ministries, PRC Ministry of Defense, Communist Party Central Committee, Directory of USSR Ministry of Defense Officials, and Directory of CPSU Central Committee. 16. I [.IAISON Met with George Murphy, staff of the Joint Corium 1c Energy, and picked up a classified document which had requested and also provided Murphy'with unclassified maps for Egypt, Iran, Israel, Taiwan, India and Pakistan per his request. Murphy also made reference to?a classified report he was interested in seeing when he was briefed at the Agency. I has been advised. 25X1 17. LIAISON Met briefly with Ben Marshall, Sena e Select Committee on Intelligence staff, who mentioned that he had reviewed the Physical Security Evaluation of the premises conducted by the Agency and requested that I convey to Bob Gambino Director of Security, his appreciation for a very thorough job. IAISON Marian Czarnecki, Chief of Staff, House International Relations Committee, called saying he would be leaving the Committee at the end of the month and would be trying his hand at international banking. Czarnecki said Jack Brady, also of the Committee staff, would replace him as Chief of Staff and asked that we accord him the same arrangement made for him for access to the NID. I said we would. 21. LIAISON Called Sam Hoskinson, NSC Staff, and discussed with him Executive Order 10450, "Suitability Requirements for Government Employment." Hoskinson said he was not familiar with this Order and that normally matters such as this go through their office as the last stage. I told Hoskinson that we had problems with this Order as such and would be meeting with the Director tomorrow and I was going to suggest that the Director write a letter to General Brent Scowcroft. Hoskinson thought this was a good idea. John Culver (D. , Iowa) to request a copy of a press Page 6 Culver had made on the behalf of OPR. The Senator's receptionist agreed to send it out right away. 23. LIAISON Received a call from Spencer Davis, Senate Select Committee on Intelligence staff Press Secretary, who informed ixze that the Committee had received a number of inquiries regarding the New York Times story on CIA's use of Nazi war criminals and requested a report on the allegations. I told him one was being prepared. 25X1 24. LIAISON Spoke with Tom Connaughton, Senator Birch Bayh's (D., Ind.) designee on the Senate Select Committee on Intelligence, about the referral of a patented device invented by one of Senator Bayh's constituents. I informed Connaughton that Agency personnel 25X1 were seeking a copy of the patent for further study before we respond to the inventor, Connaughton asked that we respond to the inventor's lawyer rather than directly and inform Connaughton when we 25X1 have done so. LIAISON Met with Richard Sprague, on the staff of the House Select Committee on Assassinations. (See Memorandum for the Record. ) 17. I I BRIEFING Accompanied the Director and others to a.-briefing of Chairman Lucien N. Nedzi (D. , Mich. ), Special Subcommittee on Intelligence, House Armed Services Committee. (See Memorandum for the Record. ) 18. LIAISON Met with Tim Ingram and Bob Fink, both on the staff of the Subcommittee on Government Information and Individual Rights, House Government Operations Committee, and provided them the unclassified description of the "29 cases" which occurred during the 1954 agreement with the Department of Justice. Fink said he was interested in the hat he had 25X1 called the DOD for a copy of the contract, and that he ultimately was told that it was a CIA contract. 19. LIAISON I called Bob Dockery, Senate Foreign Relations Committee staff, and told him, in response to his inquiry, that the Agency had made no public comment on Castro's statement and referred him to Secretary of State Kissinger's recent public statement on the matter. He requested a briefing on whatever we could release to him for use by members of the committee. Specifically, he was interested in the background of the people mentioned in Castro's statement. I explained the sources and method problem we had with that sort of request but told him I would see what, if anything, we could do for him. 25X1 20. I LIAISON I called Jack Brady on the staff of the House International Relations Committee and congratulated him on his designation as Chief of Staff.
