chapters of the NIE covering Soviet operational doctrine, strategy and plans
for nuclear conflict. He made important improvements over last year's NIE in
his treatment of these subjects, some aspects of which are highly
controversial, demonstrating the depth of his understanding of the evidence
and analyses bearing on Soviet plans and capabilities for nuclear conflict.
He was also able to restructure the material to add to the flow and

Appreciation
1. 1 would like to commend the performance of the personnel in the
Publications Center for their work on NIE 11-3/8-83. Every year they play a
vital role in the publication of this critical and largest National
Intelligence Estimate consisting of hundreds of pages of text and tables.
This year their outstanding preparation and editing of the many iterations of
these pages is to be especially commended because, with the heavy burden
placed on their office with the large increase in the number of NIEs
published, NIE 11-3/8-83 was completed with the same high professional efforts
as before.

2. I would especially like to commend Publications STAT
Officer, who was responsible for bringing everything together and whose
tireless and extra efforts were needed more than ever in order to publish
NIE 11-3/8. showed excellent managerial skills in working with STAT
the printing plant, ETEK and registry to insure that the drafts were typed and
disseminated and the final report prepared. She also worked closely with the
NIO/SP an earn on the schedule, procedures, and drafts. Please
