When two or more sourcelines are applicable to the
same coverage, the listing is headed by multiple
sourcelines with the principal sourceline listed first.
The broadcasts, press agency transmissions, and pub-
lications which do not announce their true countries of
origin are grouped into "Clandestine" sections.
ELECTRONIC COVERAGE
The sourcelines within each country section are ar-
ranged in the following order:
international voicecasts from the chief broadcast-
ing city
international voicecasts from other cities in
alphabetical order
domestic voicecasts from the chief broadcasting
city
domestic voicecasts from other cities in alphabeti-
cal order
telecasts
international presscasts
domestic presscasts
Within each of these groups official transmissions
precede semi-official and private ones, national ser-
vices precede regional services, and network broad-
casts precede local separations. Otherwise, sourcelines
are arranged in alphabetical order of language when-
ever the principal difference among them is the
language.
PUBLICATIONS COVERAGE
The publications from each country are arranged in
the following order:
publications from the national capital
publications from other cities in alphabetical
order
The sourcelines for each city are arranged in al-
phabetical order of the publications' standardized titles,
definite articles included when FBIS uses them. Titles
are not translated but they are transliterated whenever
the originals use other than the Roman alphabet.
As indicated below, some column headings are used
only for electronic coverage and others only for pub-
lications coverage.
The TIMES (electronic coverage only) are expressed
in Greenwich Mean Time (EST + 5 hours or EDT + 4
hours) and they show the nominal starting time and
ending time for each item of coverage. "0000" stands
for the first moment of the GMT day and "2400" the
last moment. If a cast does not adhere to a fixed sched-
ule, the listing shows the nominal starting time fol-
lowed by an ending time chosen to show the usual
duration of the cast. The bureaus sustain intercept and
recording as long as is necessary to monitor the entire
cast. The broadcasts under each sourceline are ar-
ranged so that the earliest coverage of the local broad-
cast day is listed first. Listings for press transmissions
start with the agency's first cast of its transmission day.
The DAYS TRANSMITTED (electronic coverage)
and DAYS PUBLISHED (publications coverage) are
indicated by initials of the days of the week, with cer-
tain exceptions. The word "daily" is substituted for
transmissions and publications expected to appear ev-
ery day. The word "note" indicates a complex sched-
ule which is explained in the NOTES column and the
abbreviation "irreg" denotes appearance or coverage
on a random basis.
The COVERAGE DAYS (electronic coverage only)
are the days of transmission which have been sched-
uled for monitoring. The days of coverage for priority
3 programs and for backstop coverage are listed as
irregular.
The LAG IN RECEIPT (publications coverage
only) is self-explanatory.
The USUAL MONITORABILITY (electronic cov-
erage only) is indicated by the terms "good," "fair,"
"poor," or "nil."
The ISSUES YEARLY (publications coverage only)
are the number of days the item is expected to be
published each year.
The PRIORITY is the relative certainty and speed
of processing given to the coverage item under normal

circumstances. Priorities may be overridden as cir-
cumstances warrant. The priority is indicated by a
numeral:
1. (Preferred Coverage)-This coverage takes pre-
cedence over all other work. Field bureaus process
these transmissions and publications as soon as possible
after intercept or receipt. The bureaus should not drop
such coverage without the concurrence of Head-
quarters unless arrangements have been made for al-
ternate coverage.
2. (Standard Coverage)-These transmissions and
publications are processed on a reasonably current
basis-in the field usually within 24 hours of intercept
or receipt.
3. (Contingent Coverage)-These coverage items
are processed irregularly, as staffing and other con-
siderations allow or as ad hoc projects require.
Backstop programs and publications are assigned
the same priorities as their primaries but are mon-
itored only when the originals are missed or
unmonitorable.
The PURPOSE OF COVERAGE is indicated by an
alphabetical symbol:
A-general coverage producing material for the
Daily Report or the FBIS Wire
C-coverage monitored primarily for commen-
tary listing
E-coverage monitored primarily for reports on
economics
J-coverage taken primarily for use in the
publications of the Production Group
L-coverage monitored primarily to serve lateral
recipients
M-coverage taken primarily to meet require-
ments of a monitoring service allied with
FBIS
V-monitored principally for the preparation of
Video Selection Lists
W-watch or cruising function, including cover-
age of program previews
Z-backstop coverage monitored only when
another program or publication is missed
X-coverage monitored for another reason
