Chairman Designate,' Operations Subcommittee of COMIREX SUBJECT: Establishment of COMIREX Operations Subcommittee (OPS) 1. Terms of Reference: Draft terms of reference (Attachment A) are submitted for your coordination and approval at the 2 September 1981 meeting of COMIREX. Dissenting comments are set forth in Attachment B. 2. Authorities: The basic authorities, DCID 1/3 (Attachment C) and DCID 1/13 (Attachment D), for establishing the COMIREX/OPS are included for your background. 3. Plan for Implementation: Following COMIREX approval, the OPS and its Working Groups will become effective as operating elements of the COMIREX, assuming all related functions previously performed by the ICRS, EXSUBCOM and JREQWG. The Basic Program Working Group will temporarily continue operations with the o bjective o f merging as soon as feasible its function with those o f the Standing Requirements Working Group. MISSION: Consonant with COMIREX/OPS guidance, the CRWG will provide the Community forum to manage special/ad hoc national imagery requirements. 2. FUNCTIONS: a. To provide coordinated daily management* of special/ad hoc requirements for timely national imagery; (1) Collection, (2) Processing, and (3) Exploitation. b. To monitor and report on the status and effectiveness of imagery intelligence operations against special/ad hoc requirements tasking. c. To develop procedures and formats for managing special/ad hoc imagery requirements, and disseminating imagery and imagery intelligence products in response to these requirements. 3. COMPOSITION AND ORGANIZATION: a. The Working Group Chairman will be designated by the Chairman, OPS. b. The Working Group members will consist of representatives from each OPS member organization. The NRO will participate as consultant to the CRWG. 4. INTELLIGENCE COMMUNITY STAFF SUPPORT: The Working Group will be provided full-time staff support by the Office of Imagery Collection and Exploitation (0/ICE) of the Intelligence Community Staff. To provide coordinated management* of standing requirements for periodic national imagery; (1) Collection, (2) Processing, and (3) Exploitation. b. MISSION: Consonant with COMIREX/OPS guidance, the DMWG will provide the Community forum to coordinate national imagery-related ADP operations in support of on-going imagery intelligence activities. 2. FUNCTIONS: a. To ensure national imagery-related ADP systems and associated communications networks and data links are maintained and operated consonant with COMIREX/OPS guidance and user requirements. b. To monitor and report on the responsiveness and synchronization of national imagery-related ADP systems and associated communications networks and data links. c. To develop procedures and formats for maintaining and operating national imagery-related ADP systems and associated communications networks and data links. d. To coordinate and prioritize user requirements for CAMS operations and services. 3. COMPOSITION AND ORGANIZATION: a. The Working Group Chairman will be designated by the Chairman, OPS. b. The Working Group members will consist of representatives from each OPS member organization and the NRO. 4. INTELLIGENCE COMMUNITY STAFF SUPPORT: The Working Group will be provided full-time staff support by the Office of Imagery Collection and Exploitation (0/ICE) of the Intelligence Community Staff.
