Its responsi- bilities in this area were in a INlationai Decision Directive, signed on 16 July 1981, in which the President committed the US to a strong intelligence collection and assessment capability as an integral part of US nonprolifera- tion policy. In conjunction with its production responsibilities, the Community continued to further the pt.I?rsuit of a multici:isci- plinary analytical approach in the assessment of the diverse topics comprising proliferation :intelligence--analysis focussed on national decisionmaking, motives, and intentions as key substantive areas supplementing scientific and tech- nical judgments and findings.
