No doubt others, both within CIA and elsewhere, are already thinking about the propaganda value of secret Soviet and Cuban plans revealed by captured documents, interrogations, and "repentant" New Jewel members. Nevertheless, it may be useful to consider some of the following initiatives: o Extensive release to the press and publication (both by USIA and "friendly" foreign journalists) of captured documents revealing the size and scope of Cuban and Soviet involvement throughout Grenada to transform the infrastructure and culture of the island. Plans for a large standing Army, suppression of the church, media and education controls, routing arms and agents through Grenada, and other activity inimical to the island's peace and prosperity in order to serve Moscow's ends should make interesting reading for the citizens of Jamaica, Suriname, Guyana, and other countries. o A review of pre-invasion public statements by Bishop, Castro, and the Soviets on their intentions in Grenada compared with captured documents (e.g., the commercial purposes of the new airfield vs. plans for exclusive military use).
