Menges National Intelligence Officer for Political Paramilitary Threats SUBJECT: Proposed Topics for Your Meeting with Judge Clark (8 June) and Secrtary Weinberger (10 June) Possible Additional Cuban Troops to Nicaragua 1. While there is no definitive information, the following are my reasons for concern that more Cuban troops will be sent--as covertly or discreetly as possible--for deployment in nominal Sandinista army units: a. Recent intelligence on the already completed addition of about 500 Cuban troops. "volunteers" for Nicaragua b. Information that Cuban General Ochoa is in Nicaragua--he preceeded both the Angola and Ethiopia surreptitious Cuban buildups. c. 1981 intelligence on the Cuban Dreoarations for the registry of army d. Two Cuban troop ships in Havana harbor since last Thursday (though recall that some weeks ago a Cuban troop ship went to Africa instead). e. US diplomatic reports that, in May 1983, Cuban embassy persons were "sounding out" US allies about a possible US response to Cuban troops. Action Implications 2. During the fall 1981 interagency decisions on Cuba/Central America there was absolute consensus that a corollary of any anti-Sandinista program Approved For Release 2008/02/21: CIA-RDP85M00364R000601010080-9 Approved For Release 2008/02/21: CIA-RDP85M00364R000601010080-9 SUBJECT: Proposed Topics for Your Meetings with Judge Clark (8 June) and Secretary Weinberger (10 June) (whether harassment or liberation) would be the availability of US forces to physically interdict Cuban troop reinforcements. My information is that there are no US naval combatants currently close by to stop any Cuban troop ships or even to track them at night. In my view the recent increase in Soviet bloc military shipments to Nicaragua combined with the above information suggests the following for NSPG consideration: a. Open US recognition of the democratic resistance forces (FDN) as the new government of Nicaragua and US aid (both to deter Cuban reinforcements by making the US committment to a democratic outcome in Nicaragua clear and to provide a mechanism for providing the needed resources). b. Immediate deployment of air/naval combatants to interdict any Cuban troop movement to Nicaragua. c. Private diplomatic threats to Cuba (with the Soviet Union being informed). Central America Strategy Paper--Led by Ikle 3. Three strategies are to be made explicit in terms of components and consequences: I/continue with current congressional constraints; 11/retrenchment; III/successful regional democratization. I had written Strategy III as agreed and last night Ikle asked Harry Rowen and I to write the other two strategies also. A meeting tomorrow afternoon will review these drafts and the target for a final draft is Friday, 10 June, so that senior officials (including DCI, DDCI, Kirkpatrick, perhaps Weinberger, Clark) can meet for an informal review on Saturday, 11 June. Suggestion that Spanish Premier Gonzalez Receive a Central America Briefing Before He Meets with President Reagan 4. Premier Gonzalez will be in Washington from 20 to 23 June, and meets the President on 21 June.
