as many copies as GSA suggests.

Substantive Review of the Agency
I. I have Just completed careful studies of the Inspector
General reports an two research offices, 0SI and ORR. I thought
both of these were good IC reports but noted very specifically that
nowhere in them did they give any indication as to whether ail of
the research being done was needed, all of the publications being
printed were required, the quality of the research or the quality
of the product produced. In other words, they are good reviews
of what is going on without any really searching as to why it is
going on or whether it should go on.
2. What this loaves us with is either accepting. the unanalyzed
recommendations of the Directorates and relying upon some
consumer reaction, which we know is very little, or devising a
system for getting at the substance. It seems to me that this is
a responsibility of the Programs Analysis Staff, but I am not sure
we are geared up to do it properly. Please lot me have your views
at your earliest convenience.

1. Within recent months I have twice listened to the Chief of the
Medical Staff talk to supervisors about what services the Mwonder edicaalsstaff
provides. I would be lees than frank if I didn't say t'ha
is as good as it sounds. I am rather anxious to find Out just bow good
it to and just how ext*nsivet it is, and I recognize that am in a
bt er
poor position to find out because the treatment
preferential.
Z. As an initial effort in this direction, could you have somebody
check within the neat few days and advise nee as to the dates on which
each of the senior staff last received a full physical examination from
the Medical Staff. By senior staff I am specifically referring to the
,chiefs of each of the units shown on the attached chart.
