Qualifications of Nominee: Dr. Doe is the Agency's foremost expert in the area of aerodynamics and fluid mechanics. He received his B.S. in Engineering Physics from the University of Virginia in 1957 and an M.S. in Engineering Science in 1965 from the George Washington University. In 1969, he received his D.Sc (Fluid Dynamics) from the George Washington University. His doctorate thesis, "Invisid Radiating Flow Behind a Paraboloidal Shock Wave," was presented at the 20th Congress of te International Astronautical Federation as a leading paper in Reentry Physics. In 1969, Dr. Doe was asked to present the paper, "A Class of Predictor Formulas for Multiple Numerical Integration," at the national meeting of the Society for Industrial and Applied Mathematics. He has published two articles in the Journal of Spacecraft and Rockets: "Rocket Design for a Specified Trajectory," in 1965 and "Optimization of Multistage Rockets Including Drag," in -1970. Recently, Dr. Doe has been asked to present a paper on the "Design of Optimum Propellers" at the 21st Aerospace Sciences Symposium to be held in January 1983. From 1957 to 1966, he worked as a Principal Engineer with Melpar, Inc. and joined the Agency and ORD in June 1966. Since then, he has been a Contracting Officer's Technical Representative on a wide variety of office programs in the fields of aerodynamics, system modeling and optimization, and audio concepts. Dr. Doe also acts as technical consultant to a variety of programs and conducts in-house. research on advanced systems concepts. In October 1980, Dr. Doe was assigned to the Technology Applications Group, ODE on a part-time rotational assignment for one year with an optional one-year extension. This assignment will officially end on 30 September 1982. During this time, Dr. Doe spent 50% to 80% of his time on OD&E activities. Position Summary Dr. John P. Doe is a senior research scientist who is concerned with the research and development of various technologies in support of Agency and National programs. He serves as a Contracting Officer's Technical Representative in all phases of contract administration. He conceives, initiates and guides technical projects in various fields, including justification of projects on the basis of user office and broad community requirements. Dr. Doe reviews technical details and technical results of specific projects and proposed technical actions. He reduces complex issues to first principles for decision/recommendation. Dr. Doe prepares and delivers formal technical briefings and written communication to technical and supervisory personnel within ORD and other parts of the Intelligence Community. He establishes and maintains liaison with Agency personnel, the Intelligence Community and other Federal Government Offices on scientific planning in the various fields. Dr. Doe participates in the exchange of scientific and planning information in order to disseminate results and to establish R&D plans and requirements, thus ensuring effective and timely pursuit of Agency goals.
