1. I request approval for publication of the attached text entitled
"Quantitative Comparison of Sino-Soviet Political Behavior With Articulated
Threat Perception."
2. When approved, I intend to submit the manuscript for publication
in the Rutgers University journal Comparative Politics.
3. This manuscript was written prior to my EOD with the Agency
while I was a student at the University of Michigan. Any biographical
introductory material published with the manuscript will state that I
was a student at the University of Michigan when the article was written,
that I am now an employee of the Foreign Broadcast Information Service,
and that the views expressed are my own. None of the material presented
is, to my knowledge, classified. I am not under cover.
