MEMORANDUM FOR: Deputy Director for Support
SUBJECT: Supergrads Promotions
REFERENCE: Action Memorandum A-436
1. You are authorized to process those supergrade promotions
currently being hold by the Director of Personnel which are already
within the supergrade categories, i.e. GS-16 to GS-17 and GS-17 to
GS-18, and, on a ono-for-one basis, those GS-15s who are being
promoted to replace losses at the supergrade levels since 4 February
1965.
2. Pending a further review early next week of Agency action
on the Scientific Pay Scale (SPS) and super grade ceilings established
by the Bureau of the Budget allowance letter, you will continue to
hold those promotions to supergrade levels which would result in a
net increase in the number of supergrades on duty in the Agency as of
?1 February 1965. These latter actions will ultimately go forward
against the average salary considerations established for each "grand-
father" career service and against whatever ceiling on eupergrade
and SPS on-duty levels is finally agreed to with the Bureau of the Budget.
