C; NTRAL INTELLIGENCE AGENCY OFFICE OF CENTRAL REFERENCE 3 April 1964 25X1 MEMORANDUM FOR: Assistant to the 1).L /I (Achninistration) purity Compartmeutation. Within OCS, DD/ I& T REFERENCE: Staff Study, same subject, dated 26 March 1964 ATTENTION: SUBJECT : 1. Referenced study represents a good approach to a problem with which this office, particularly f scia1 Register, is most familiar. There is, I think, ane I in major omission which we can only flag now attend to detail as 25X1 and develops, viz-, , the control procedures involved in OCS s rt (via ~aon~pu r to OCR central reference activities. For that matter, there are implications 25X1 which pre-date0 Implementation in that t be converted if it appears that others been converted to =4PO is tqw. this will result to more efficient service. 2. In other words, OCR has by regulation certain dissemination ities (of with distribution limitations on pg. 9, para. 3. e. , f - ) and all plus I3SIB Community agreements on the retrieval reepotmibilities, and these+e, information information (DCID 1/7, dissemination and use of intelligesee and intelligence rou rules for access ground t in prescribing un etc.) must be troteu into acco to data stored in computer memories. In computer-based information retrieval, OCS is backstopping OCR and the tapes are/will be one other medium (in addition documents, microfilm, abstracts, dossiers. etc.) on which information to hard copy is stored for retrieval. Of course, this information must be protected, but access, at least by information specialists, to general information files across sources is mandatory I'm sure OCS agrees, but the absence of this kind of consideration in what may become a security bible seeds to be noted. The paper does not reeler to indexers or data analysts on page 8; it seems somewhat week on the subject of contractor access; and it might use or strengthened by proposing the establishment first of a basic pre-ago distribution plan with production offices. to be followed by name lists for special controls or exceptions to the basic plan. 4. Finally. I feel quite strongly that since OCR will rely for some undetermined and possibly prolonged time on ()CS equipment to assist in performance of its mission, and decisions concerning access to information aired on OCS computers are and, to a greater a nt, will be of direct concern to OCR, future discussions an this subject should involve direct OCR participation. 25X1 Executive Assistant cc: Mr. 25X1 C88 Approved For Release 2002/09/04: CIA-RDP80BO1676R000200030033-3 pproved For Release 2002/09/04: CIA-RDP80BO1676R000200030033-3 RA F3 ylit: Lvecutive Dir tor-- "Q;ptro i i.er artalaIntation of Ceuta Data to '"'iauedeast is a erv cep :. relating p personnel RV~r st*f f Study on ; ecurit7 Ct artnentation i1 ~`.id ~'I~ i~,! ti . ._..
