Attached is a DDI assessment of critical issues in Namibia and Angola which Mr. Casey agreed we should prepare following the cancellation of the Special National Intelligence Estimate on the same subject. The paper examines the interrelated issues of a Namibia settlement, the pros- pects for a withdrawal of Cuban forces from Angola, and the outlook for Jonas Savimbi's insurgency in Angola. 2. At Mr. Casey's request, we have included substantial additional intelligence information on the military capabilities of the various parties and a detailed review of recent military moves in the Namibia- Angola border area. We also examine in detail the fundamental interests and military options available to all parties. ? 3. Because of the sensitive nature of the subject matter, we are sending by courier copies of the paper to 11 named recipients only and we are closely controlling each copy of the paper internally.
