Weinberger Secretary of Defense Washington, D.C. 20301 Dear Cap: Thank you for your letter of 11 March 1982 responding to my request for a waiver of DoD Directive 5210.48 to permit polygraph testing of DoD personnel assigned I can under- stand your position of wanting to complete your review of DoD polygraph policy before granting another exception to that policy. I an, concerned, however, about the possibility that my request did not portray fully the security implications of current and future operations within Certain aspects necessary to the ongoing NPIC modernization program, such as the consolida- tion of photo lab services of common concern and the installation of a single internal data link, inherently bring some increased risk to an already questionable situation. In our view the physical and personnel controls utilized in the past will become unworkable. The impracticability of the alternatives to poly- graph suggested in your letter is the principal reason for requesting the waiver. Your offer to talk further.is most, welcome. At an appro- priate time, I'd like to discuss this natter in some detail. Meanwhile, as a prelude, I invite you to have your policy people contact our Director of Security for a tour of NPIC and an in- depth discussion of the changes that have convinced us there is a serious need to fortify personnel security at Your willingness to give further consideration to our proposal is greatly appreciated.
