Weekly Report
Intelligence Community Staff
- Terms of reference have been completed for a paper on limiting the presence and
travel of hostile officials in the United States.
Directorate for Administration
- OTE will forward a report on 11 August on the Agency's language capabilities and
shortfalls over the next five years.
- FBI briefed OS employees on 29 July on KGB activities in the D.C. area. Plans are
being made to repeat it for other Agency employees.
- The DDA briefed Jim Van Wagenen, House Appropriations Committee staff, on Project
SAFE and the DTS on 9 August.
Directorate for Operations - No report.
Deputy Director for Science and Technology
- See tab for DDS&T plans to propose technical ways of upgrading CIA watch
capabilities.

Deputy Director for Intelligence
- In support of a request from the President to AID, OGI prepared, with NESA and DDO
coordination, detailed pre- and post-invasion population data on West Beirut.

National Intelligence Council
- A draft NIE on the Philippines under Marcos is being coordinated in the Intelligence
Community.
As a result of a meeting between C/NIC an n the INF negotiations, the 25X1
NIC proposes that estimates be done on the likelihood o eploying GLCMs and
Pershing Us, and Soviet tactics to prevent this.
During a meeting between NIO/SP at SAC and NORAD Headquarters, commanding
generals at each installation expressed the desire that their command become more
involved in the estimate process.
Deputy Secretary of State-designate Kenneth Dam will be briefed at Headquarters on
12 August on Soviet and East European economic, energy and arms control
developments.

Comptroller
- House Appropriations, Senate Appropriations and Senate Intelligence Committees have
approved our reprogramming request for the FY-82 Overseas Pay Differential. House
Intelligence Committee approval is anticipated this week.
- IC Staff advises that program managers will be given revised FY-84 guidance sometime
this week. Indications are that CIA guidance for FY-84 will be slightly less than we
are currently working against.

Intelligence Community Staff
- Revised guidance to NFIP Program Managers has been prepared for Acting DCI
signature as a result of the ICS review of FY-84 budget forecasts and the recent NFIC
meeting. The SIG(I) will discuss the FY-84 budget forecast at a 26 August meeting.
Directorate for Administration
- Smith, Hinchman and Grylls was advised by the Office of Logistics that they have been
selected to prepare the design of the new building. The firm will visit Headquarters on
16 August and should respond with their proposal by 27 August.
Directorate for Operations - No report.
Deputy Director for Science and Technology
Deputy Director for Intelligence
- Chief, ACIS represented the DCI at a meeting of the nuclear arms control information
policy group chaired by Bud MacFarlane and provided intelligence support to the DDCI
for an NSC meeting chaired by the President on Soviet force reconstitution.
- D/NESA and Secretary of State Shultz briefed President Reagan on 13 August on the
Lebanon situation.
- SOVA prepared a memo for Under Secretary of State Buckley regarding the impact on
the Soviets of U.S. only and all COCOM nation embargoes on oil and gas goods and
technology.
- NESA will brief Congressman Solarz, House Foreign Affairs Committee, on Lebanon
and Iran/Iraq and brief House Foreign Affairs staff members on Morocco/Western
Sahara.

National Intelligence Council
C/NIC met with Deputy Secretary of Defense Carlucci on 9 August to discuss
developments concerning the Soviet gas pipeline issue.
NIO/GPF briefed Gen. Meyer, Army Chief of Staff, on the GPF intelligence production
program. Gen. Meyer expressed particular interest in increasing efforts to provide
intelligence to support the Army R&D program and budget decisions. He mentioned
the need for more definitive information on Soviet tactical lasers, electronic warfare
developments, and chemical, biological, and nuclear weapons.
C/NIC hosted a briefing session involving NIC and DDI officers and Deputy Secretary
of State Kenneth Dam on 12 August. The discussions centered on the Soviet economy,
Soviet energy prospects, and arms control issues.

General Counsel
Conference work on the FY-83 Intelligence Authorization Bill should be completed the
week of 16 August. It will then be ready for action by Congress after a recess on or
about 8 September. Among the issues in this legislation is a personnel ceiling increase
authorization, removal of the Agency from the Brooks Act strictures, and the "former
spouses" retirement payments.
