Recruitment Progress
With 60% of the fiscal year completed, we have already hired
115% of our goal for professional and technical employees. We have
only hired 50% of our goal for clericals this fiscal year; however,
we have a very large number of clericals in process and expect to
have many available soon for assignment.

SUBJECT: Weekly OGC Report for the DCI/DDCI

Identities Legislation. House and Senate Intelligence
Committee staffs appear to be very close to agreement on
mutually acceptable language for the Joint Statement of
Managers which will accompany the Conference Committee report
on the Identities Bill. If all goes well, conference action
could be completed soon, without the formality of an actual
physical meeting of the conferees. (IUO)
Criminal Code Amendment. The Senate initially failed to
amend S. 907 to include the DCI and DDCI among the government
officials protected by the Bill's new criminal offenses provi-
sions. After determining that a breakdown in communications
between the Cloakroom and a Senate staff aide was responsible
for this oversight, we worked closely with SSCI and Judiciary
Committee staffs to rectify the situation. Late on Wednesday,
12 May, the Senate by unanimous consent agreed to ask that
the Bill be returned to the Senate from the House of Represen-
tatives in order to correct its engrossment. When the Bill
is returned, the DCI and DDCI will be added to the list of
protected officials. This kind of retroactive amendment
process is a relatively unusual Senate procedure. (U)
ANTICIPATED SIGNIFICANT EVENTS 15 - 21 MAY 1982
FOIA. The government-wide FOIA legislation which had been
scheduled for Senate Judiciary Committee markup on 11 May is
now scheduled to be dealt with on Tuesday, 18 May. It is
unclear, however, whether the compromise agreements worked out
between Senator Orrin Hatch and Senators Biden and Leahy will
hold together. In any event, this Bill does not address the
major concerns of the Intelligencp,Compnity. (IUO)

DCI WEEKLY REPORT
Met with PIOB Chairman, W. Glenn Campbell, Board
member, Charles Tyroller, and Counsel, Robert Turner,
for what was to have been a 15-20 minute Wilson/Terpil
briefing. It lasted closer to an hour.
