OFFICE OF EXECUTIVE
POLICY AND PROGRAMS
Dear Mr. Casey:
The South Carolina Governor's Office, Division of Public Safety Programs,
will conduct a two-day seminar on terrorism April 27 and 28, 1982 at a facility
located on the military reservation at nearby Fort Jackson, South Carolina. The
purpose of the seminar is to familiarize certain key state officials with the
current and projected threat of terrorism, both worldwide and within the United
States. This training will hopefully enable these policymakers to plan for and
direct programs in their agencies to counter possible future terrorist activities.
Approximately 65 persons are expected to attend the seminar.
We extend a cordial invitation to members of the Central Intelligence
Agency to address the seminar on the history, organization, funding and global
directions of terrorism. Paul Lunsford, Coordinator of the seminar, and a
the Army War College faculty, has been in contact with Mr.
from the National/Foreign Assessment Center at the agency, STAT

We would like to schedule the CIA presentation from 9:30 A.M. to 1.2:30
P.M., Tuesday, April 27, 1982. Each of the speakers would have an opportunity
to address the audience in his own area of expertise and then, as part of a
two-man panel, would'respond to questions from participants.
If this proposal meets with your approval, I would appreciate a member
of your staff contacting the seminar coordinator, Paul Lunsford, by telephone

questions which you would'like for me to address, please contact me directly.
