1. You should be aware of the following personnel aspects of
the Senior Review Panel (SRP) transfer from the National Intelligence
Council to the Office of the DCI. Though the SRP has positions
on the books it will have, in fact, Opeople on the Panel. The
positions and their incumbents are:

I I an SIS-04 contract employee who is currently carried in 25x1
Budget Control. His contract expires in July 1983 and at that time
it will be necessary, if his contract is renewed, to assign him to
a specific position on the TO. is currently25x1
in process and will EOD in late November. He, too, wi be a contract
employee assigned to Budget Control and he also must be assigned to a
specific position on the books when his one year contract is renewed.

assignment with the Senior Review Panel._ He has been carried in the
NIC Dev Comp and will now be carried in the DCI Dev Comp since there
is no position available for him.
3. To resolve the SRP situation pro erly, I ladditional
positions will be required so that all SRP employeesare
legitimately assigned to specific positions,.
4. Concerning finances, when the transfer, of the Senior Review
etc.) were transferred. At the time, the-DDI/budget officer stated'
accomplished, no non-personal service funds (travel, contract, supply

travel funds and that there were no fundsavailable ('identifiable);
that the Senior Review Panel required minimum,`-financial support and
in the DDI budget for transfer to NIC to cover;SRP.

5. Thu far FY 1983, the SR d travel costs for
one TDY trip and two trips plus submitted
requests for furniture and supplies, have had to be
paid for by NIC out of its existing budget.. Effective 12 November-
1982, with the transfer of the Senior Review Panel from NIC to the
Office of the DCI, these expenditures will have to be absorbed within
the O/DCI budget. Therefore, if the first six weeks of the fiscal
year are an indication of the expenses that will be incurred by the
Senior Review Panel, the budget of the 0 DCI will experience
a shortfall of several thousand dollars. the DCI Budget 25x1
and Finance officer, has recommended tha , costs can be ,
identified and accumulated, we wait until after we have received our
appropriation from Congress and then report this matter to the Office
of the Comptroller as an unfunded item. We would then request adj.
ditional funding to cover the administrative costs associated with,,
the Senior Review Panel.
6. In summary, absorbing the SRP in the Office of the DCI requires
the ultimate addition of slots and additional budget.funding.,_ 25X1
