Approved For Release 2007 OJP 1 83M00914R002100160007-9 Office of the Director of Central Intelligence MEMORANDUM FOR: Chairman, National Intelligence Council Deputy Director for Intelligence FROM SA/DCI/IA SUBJECT Preparation of DCI World-wide Congressional Testimony for 1983 1. It is time to begin preparations for the Director's annual World-wide Congressional Testimony. We anticipate that he will be called on to appear before four or five committees between late January and early March. 2. The Director would like the NIOs to take the lead in putting together the briefing package. He plans to give a more detailed presentation than he did last year, including the use of graphics where appropriate. He still wants the NIOs to accompany him for backup and to provide more detailed presentations if required. He wants to cover the following substantive areas: -- Soviet Strategic (including current and future systems) --- Soviet Conventional Forces (focussing on NATO Warsaw/ Pact forces and conventional defense strategy) -- Middle East and Southwest Asia (the latter to focus on Afghanistan, Pakistan, and Iran) Central America (focussing on Cuba and on key South American countries as well) -- Horn of Africa and Southern Africa -- China (focussing on Sino-Soviet relations and Taiwan) -- USSR (focussing on succession, economy, and US-Soviet relations). Although he didn't specifically mention the following, we would be well advised to include also draft sections on the following subjects: -- Western Europe/US Relations -- Arms Control (Soviet and European attitudes) -- Far East - International Financial Situation (LDC debt situation, etc.). 4. The Director would like to review his draft testimony and proposed graphics before the Christmas holidays; I request, therefore, that the material be provided to me by Friday, 17 December, so that any additional work or modifications can be incorporated before the presentation is finalized in about mid-January. A backup book should be provided also including copies of the more detailed presentations to be used by each. of the NIOs. 5.
