Thank you for your letter of October 8 about the proposal
for an exhibition by the United States in Beijing for the
spring and summer of 1984.
I have asked the National Security Council to look into
this and find that they have in fact been in touch with the
backers of the project and with the various government agencies
which have been approached. The main concern has been that
the estimated cost of the exhibition exceeds what has been
spent by either the U.S.. Information Agency or the Department
of Commerce for an exhibition anywhere, and the prospects for
obtaining such sizable government funds in this budget
environment are not good.
However, there are arguments that can be made for an
exhibition along the lines proposed, and I suggest it would be
useful to have the backers provide a briefing in the near
future to an interagency group which would include all the
U.S. agencies with a potential interest. This would enable
the backers to take account of their latest design plans and
discussions with the Chinese and to deal with all of the U.S.
organizations involved at one sitting, which I understand has
not been possible to date.
I.am asking Charles Wick to arrange such a meeting and
preside over the gathering. We will be better equippped to
make a judgment on the merits of the project and the prospects
for either government or private financing after the briefing.
