1. This note fulfills your request for a short overview of my
involvement this morning with Dr. Eim r at ACDA about the DCI's letter to Gene
Rostow, dated 20 December 1982. II
2. I told Dr. Eimer that the answer
my research with his question was the punchline of

good chance he will ask for my informal assistance. i
3. The purpose of my involvement was to answer Dr. Eimer's question to
me: what is this "another system." The purpose is not to make this issue more
complicated than it needs to be, but rather to do my best to ensure that if
this issue arrives at the White House, it deserves to be there and we have
done our best for the issue. I
