SUBJECT : Update to the Rostow/Nitze Package Deal
Working Paper

1. This "fast-track" memorandum gives you an update of the work underway
in the Executive Branch--and in this Agency--about Ambassador Nitze's, and
Director Rostow's variation on the, package deal for INF. As background, you
asked me some weeks ago for an assessment of what is attainable and acceptable
in the INF negotiations. More recently, you asked me for an evaluation of
Director Rostow's variation on Ambassador Nitze's package.
2. On Tuesday, 26 October, I attended a private meeting in Admiral
Howe's office at the Department of State to discuss where the Executive Branch
goes next on the concept of a package deal. The participants, besides me,
were:
NSC - MGen. R. Boverie (Ret..)
DOS - Adm. J. Howe
ACDA - Dr. J. Timbie
OSD - Mr. R. Perle
JCS - BGen. R. Brooks (TS)
3. The following points summarize this meeting:
o The Executive Branch does in fact have to study, as the NSPG
principals were directed, what alternative positions the U.S.
might want to have in the INF negotiations, other than the
existing "zero-zero" option, et al; OSD/Perle had offered the
idea that the Soviet rejection of the package (at the beginning
of this round of INF talks) obviated the need for such study.
o OSD/JCS agreed to look at what mix of weapons systems in Europe
(and what quantities) the U.S. could move to as a position some-
time in early 1983. OSD/ Perle agreed to use the issue of
nuclear-armed aircraft as a cover means to allow the bureaucracy
to study the mix question, given that the U.S. position in INF
focuses now, in effect, on missiles alone.

o CIA agreed to look at what key questions--e.g., monitoring--we
would want to have addressed in any future considerations by the
Executive Branch of any "new" U.S. positions.
o At my request, it was agreed (I believe) that the secrecy of such
considerations be paramount and specifically that:
- the subject never be discussed on unsecure phones under
any circumstances; and,
- the movement of papers within the Executive Branch be
done strictly within "eyes only" sealed envelo es -- unlike
Director Rostow'scorrespondence. 25X1
4. In this context, this Staff is working towards giving you answers for
both of the issues you requested. I hope to do this--given the complexity of
your requests and the other requirements on this Staff--by 15 November. I am
told that a NSPG meeting needs to be called, but I believe that meeting will
be postponed until at least mid-November, and it is likely to be even later
than that because the questions for DOD are relatively hard ones. In any
case, I want you to know I --have not forgotten your requests, and we will get
