As you know, the SIG/TT is looking for useful issues to address. If you
agree, I will send the attached letter to Bill Schneider suggesting that the
SIG and its Special Projects Committee examine certain aspects of the
procedures for reviewing the technology transfer aspects of PRC visitor 25X1
programs. The current built-in delays--something the government has done to
itself--aggravate the process and often leave the students, cademic hosts,
State, and the Intelligence Community less than satisfied. ~Sl 25X1
You may recall that last July I wrote you about difficulties we were then
havin in getting letters sent to US academic hosts requesting 25X1
needed in ormation about the programs of some of these students. The letters
are now being sent. The little study we now propose would deal with another
but related problem. From earlier discussions with people who 25X1
support the SIG/TT, we believe that they would welcome a opportunity to
address the problem. F7
