Dear Mr. Chairman:
Intelligence Community support to Law Enforcement Agencies has been
a problem area in the export control and technology transfer area for a
number of years. The need for improvements in this area was emphasized in
the Summary Report on Technology Transfer to Communist Countries and the
Intelligence Community's Role and Effectiveness which I sent to you in
October 1981.
My Technology Transfer Int7'lligence Committee recently reviewed this
problem area and prepared a report dealing with the issues. It is provided
here for the information of y9q{r Committee. As you will see, it is generally
upbeat and concludes, based gfi the view of its interagency members, that many
of the problems identified inn earlier reports have been resolved and the
remainder are being addressed in a satisfactory manner. No major obstacles
remain to cooperation between the Intelligence and Export Control Communities
to the full extent allowed by law. To the extent that there continue to be
natural inhibitions on the part of those of us in intelligence to working
with the law enforcement organizations, we will strive to modify these
through appropriate educational efforts.
