Deputy Director for Operations Deputy Director for Science and Technology Charles A. Briggs Executive Director SUBJECT: Human Subjects Research 1. Executive Order 12333 charges the Agency with responsi- bility for conducting human research under Health and Human Services (HHS) guidelines. The terms "research" and "human subjects" are very broadly defined under these guidelines. On occasion, Agency projects have come within this purview. Since the Agency is not a research institution, this possibility may be inadvertently overlooked. The agency has recognized this potential and has increased employee sensitivity to the subject of human research througn i corporating the HHS_guidelines o in the past year. -Also .25X1 which expired October , drew attention to'this matter. 2. With the expiration of the Headquarters Notice, I hereby request that-you identify a senior officer in your Directorate to be specifically responsible for reviewing proposed projects and activities for possible human subject research implications as a part of the mechanism for your Directorate's approval of such activities.
