1. This memorandum in paragraph 5 requests your concurrence
in the establishment of an unmanned FBIS radio-receiving facility
at
2. On recommendation of the Department of State and the
American Embassy, Tokyo, FBIS has developed a contingency plan
for a possible request on part of the Japanese Government that
FBIS close its bureaus in Japan, located in Okinawa and Tokyo.
These preparations call for immediate establishment of new FBIS
bureaus in Hong Kong and Seoul which could provide radio broadcast
coverage now obtained from Okinawa and Tokyo bureaus that could
not be monitored from our more remote primary fallback site
