Thursday - 5 January 1978
I LEGISLATION Received a call from
Elliot Maxwell, on the staff of the Senate Select Committee on Intelligence,
who informed me he expected to provide us the Committee's redraft of
Title I of the charter legislation late Monday and that he would like to meet
with us to discuss the new draft on Wednesday afternoon, 11 January. I
told Mr. Maxwell I would get back to him to confirm the Wednesday meeting.
Mr. Maxwell then went on to reiterate that next week would be "our last
chance" to provide comments on the SSCI draft charter material since he
would be meeting with Senator Walter Huddleston (D., Ky.) the following
week to finalize preparation of the drafts for introduction later this month.
In this regard, Mr. Maxwell indicated that, absent further comment from us,
Senator Huddleston, on introducing the legislation, would make a statement
to the effect either that by virtue of our silence on certain provisions of the
legislation we presumably supported these, or that the Agency had been
provided drafts of the legislation but failed to comment on them. I told
Mr. Maxwell that our failure to address any particular provision or
provisions of the draft legislation should not and does not represent either
acceptance or rejection of such provisions. Mr. Maxwell then said he
would be discussing with Senator Huddleston the nature of any remarks
which might be made when the legislation is introduced.
22. LEGISLATION Received a call from
in a ice o eneral Counsel at NSA, who wanted to know
our position on S. 1845, the polygraph bill.
23. HEARING Attended a briefing of Chairman
John Culver, senate rme Services Subcommittee on Legislation, on
Soviet civil defense.. (See Memo for the Record)
24. I 1 LIAISON Took a call from Mike Glennon,
Senate Foreign Relations Subcommittee on:International Operations staff,
who inquired as to the whereabouts of his notes on Chile, the Phillipines,
and Taiwan. The notes were located and Mr. Glennon was informed that
they would be delivered by courier tomorrow morning.
25. I LIAISON Dan Hardway; staff of the
House Select Committee on Assassinations, reviewed a folder provided by Russ
Holmes, CI Staff, and requested originals of a number of documents.
Mr. Holmes has been tasked with this action.
