I forwarded to Elliot Maxwell, of the Senate Select Committee on
Intelligence staff, and to Walter Sheridan, of the Senate Human Resources
Subcommittee on Health and Scientific Research staff, a classified full-text
authored by John Mulholland, a professional magician who wrote these
papers while under contract to Project MKULTRA.
2. (Unclassified - ABS) LIAISON Called Larry Ellsworth,
Senate Select Committee on Ethics staff, in the late evening of 30 January 1978
to advise him that our search for materials requested in their 9 January 1978
letter was complete and that the documents would be available here for
their review anytime after noon on 1 February. Judy Schneider, of
the Committee staff, called in the morning of 31 January 1978 to advise
me that she and one other staffer would review the materials at 10:00 a. gin.
on 2 February /SA/DO/O, was advised and agreed to
these arrangements.

Laughry, of the House Committee on Standards of Official Conduct staff,

for a report entitled "Comparison of U. S. and Soviet Arms Sales to Less

out the report but would be happy to brief on the contents, which he
understood. He said he would call back with a convenient time for the
briefing.

43 LIAISON Received a call from Jean
Evans, Senate Select Committee on Intelligence staff, who said Senator
Charles Mathias (R., Md.) had wanted to ask Ambassador Frank Carlucci
a question at his confirmation hearings regarding charges that he bad been
a "tool of CIA.." The Senator did not have the opportunity and would like
to submit this question for the record. Evans said he hoped we could
cable this question to Mr. Carlucci in Portugal so that the response would
be included in. the report on the nomination which the Committee would be
forwarding to the full Senate within a couple of days.
44. LIAISON Called Stan Taylor, Senate
Select Committee on Intelligence staff, regarding Jean Evans', of the
staff, request that an answer to Senator Charles Mathias' (R., Md.)
question regarding Mr. Carlucci be included in the Committee's report.
On the Carlucci nomination Taylor verified my feeling that the report would
not contain any verbatim answers to any questions and that this question
and answer would go in the published Committee hearings.
45. LIAISON Received a call from Patrick
Long, House P ermanent , e ec ommittee on Intelligence staff, who asked
for a briefing on Soviet space program emphasizing satellites in earth
orbit. Long is particularly interested in the types of power plants on these
satellites. After checking with SS/NFAC, I informed 25X1
7 Long that the list he-had requested of all Soviet satellites still in orbit
would be finished this week and suggested that we hold off the briefing
until after he receives the list, and then determine what further information
he needs. Long agreed to this suggestion.
Long said he had set up a pre -briefing for Representative Robert
McClory's (R. , Ill.) trip to Geneva for 7 February at 2:30 p. m. in the
Committee office. Long said NSA would be present at the same session
and requested that I work with NSA on the exact schedule.
46 LIAISON Took a call from Dee Creech,
in the office of Representative Stephen Neal (D., N. Car.). Creech asked
if the Agency had any traveling exhibits which could be displayed in the
Congressman's district. I explained that we did not.
47. LIAISON Called Angelo Codevilla,
Senate Select Committee on Intelligence staff, and confirmed with him
the meetings tomorrow with C /E UR/:DDO, at 9:30 a. m. for 25X1
a debriefing on the trip of Codevilla and Senator Malcolm Wallop's (R., Wyo. )
trip to Europe, and a 10:30 a. m. meeting with NFAC, on 25X1

Soviet press provided coverage of Lev Shapiro's, member of the Soviet
parliamentary delegation to the U. S. Congress, statement on the well

we were having locating two 1972 FBI memorandums requested by Tom Latimer,
Committee Staff Director. I asked him for additional information he could
give on them but he was unable to provide any. Later, I called Dan Coulson,
FBI, to see if the Bureau could locate the documents.

letter that generated the request. Mr. Brady indicated that he was sure
that someone on his staff had lost or mislaid the letter and appreciated
my efforts to make sure that we did not happen to have a copy.
22. IA.ISON Miss Sylvia Castellanos,
,Research Director within the Republican Steering Committee of the Senate,
called to ask about the availability of an FBIS publication providing
translations of a Soviet publication, "Military Thought. " After checking
with FBIS, I determined that all, translations subsequent to 1970 were
classified CONFIDENTIAL/NOFORN. Translations prior to 1970 are
unclassified and available in the Library of Congress. I so informed
Miss Castellanos, who was disappointed but accepted the fact that she
lacked both a clearance as well as storage facilities.

4. (Unclassified - RLB LEGISLATION In the company of George
Cary, Legislative Counsel- Assistant to the DCI; an 25X1
OGC, attended a meeting chaired by
IC Staff, and attended by representatives from other
Community agencies and departments to discuss charter legislation generally
and particularly the SSCI draft Title II. The consensus was that the SSCI
-drafts overall were overly detailed and restrictive and that Title II in
particular was completely unacceptable in its present form. It was agreed
25X1 that would draft a memorandum to the Director reflecting
this position and recommending that he seek to have the probable SSCI
sponsors of the legislation-delay imminent introduction of the charter bill so
that further efforts could be made to narrow disagreement and possibly
reach agreement on a set of general charter principles.
5. (Unclassified - RLB) LEGISLATION Discussed briefly with
Elliot Maxwell, on the staff of the Senate Select Committee on Intelligence,
the following issues relating to provisions in the latest SSCI draft Title I:
The Director's hiring and appointment authority, transfer to the DNI under
the charter legislation of Executive level and equivalent positions, and the
"Office of the Director of National Intelligence" included in the SSCI draft Title I.

12. HEARING Along with George Cary,
Legislative ounse , an A Office, I attended the first
day of Ambassador Frank Carlucci's nomination hearings for DDCI before
the Senate Select Committee on Intelligence, Chairman Daniel K. Inouye
(D.,: Hawaii), Senate Select Committee on Intelligence, opened the hearing
by announcing his resignation had been accepted by the Democratic
Caucus and that Senator Birch Bayh (D., Ind.) had been appointed
the new Chairman. Ambassador Carlucci read his prepared statement and then
answered questions from Senator Bayh which dealt primarily with
Executive Order 12036, from Senator William Hathaway (D., Maine) which
dealt primarily with his previous Government career, especially in the
Nixon Administration, and from Senator Walter Huddleston (D., Ky.).
Senator Richard Schweiker (R., Pa.) made a brief statement in support of
the nomination. Because of a late start and numerous interruptions for floor
votes, the hearings were recessed until 30 January at 2:00 p. m. when there
will be another open session followed by an.executive session.

Long gave me several specifics on what he would like.

Select Committee on Intelligence staff, who gave me pages from Fred Malek's,
former Nixon Administration official, testimony before the Senate Watergate
Committee. The testimony referred to the "responsiveness program"
which Ambassador Frank Carlucci had been asked about at today's
confirmation hearing.

Science and Transportation, and showed him an Agency paper on COSMOS
954. Gehrig asked me about radiation from the satellite and I put him
directly in touch with NFAC, for an answer to his question.
18. (Unclassified - DFM) LIAISON Picked up from Earl
Eisenhower, Senate Select Committee on Intelligence staff, a copy of
a letter from Louis Rutstein to Senator Howard Baker (R., Tenn.) which
had been forwarded to Eisenhower by Howard Liebengood, Legislative
Assistant in the Minority Leader's office. The letter charges that either
the Agency or FBI was investigating Rutstein's client,
