Select Committee on Intelligence staff, who brought me up to date on the
Committee's inquiry into Intelligence Community capabilities against
international terrorism. He said 20 March would be fine for a briefing
by LA Division on their anti-terrorism activities. He said he had already
asked NFAC for examples of terrorism reports and asked me to get
similar material from the DDO.

9. LIAISON Met with. Hal Ford, Senate Select
Committee on intelligence staff, and informed him per the request of
John Waller, IC, about the inaccuracy in a statement made by Frank Snepp
on a recent media program, Firing Line. Waller's views are consistent
with Ford's. We also discussed more generally the Committee investigation
of the Snepp case and Ford informed me that he had already circulated the
draft of his conclusions on the Snepp matter and thought they would be ready
to send to the Agency in about two weeks. He did indicate that he had found
no evidence to support two of Snepp's allegations, that the Saigon Station
held up reporting on corruption in the ARVN, and that the Station had
improperly held up a. cable of Snepp's regarding plans for a North Vietnamese
attack on Saigon.
10. I LIAISON. Received from Bernard Portman,
GPO printe L"U enate Select Committee on Intelligence, a
copy of the Director's testimony before the Subcommittee on Secrecy and
Disclosure on 1 March. Forhrnan said the hearings would be printed and 25X1
requested our review~of the transcript.

Office of the Speaker, Representative Thomas P. O'Neill (D., Mass.),
called to request an unclassified briefing on Eurocommunism and

I called Steve back and told him that any meaningful briefing on this
subject would have to be classified or, if unclassified, would duplicate
what he has already heard from the State Department. He understood
and said that he had already run into the problem of getting the same
information from different agencies.
8. (Unclassified - RJK) LIAISON Alan Van Egmond, on the
staff of Representative Don L. Bonker (D., Wash.), called to request
some information for the Congressman in connection with a press
conference he was planning to hold tomorrow bn.the U. S. policy in
the Horn of Africa. He asked whether we could provide information
on the effect that so many Cuban forces serving in Africa are having
on the domestic situation in Cuba. After checking with
NFAC/CSS, I called Van Egmond back and explained to him
that an answer to his question would involve very highly classified and
sensitive information. He accepted. this and countered by saying that.
he would like .a briefing on the Horn of Africa for the Congressman.
I told him We would see what could be arranged and contacted NFAC /CS S
to make tentative arrangements but, in Van Egmond's absence later in
the afternoon, was advised by the Congressman's personal secretary
that he would have no time for a briefing for the remainder of this
week and she would call us on Tuesday, 14 March, to see whether a
briefing could be arranged for him during that week.

11. (Unclassified - SF) LIAISON Per his request, sent via
courier to William Richmond, in the office of Representative Frederick W.
Richmond (D., N.Y.), the following documents: "Directory of USSR Foreign
Trade Organizations and Officials, " "USSR Ministry of Foreign Trade, "
"The USSR Leadership: Party and Government.. " "USSR Ministry of
Agriculture, " "Soviet Economic Problems and Prospects, " "World Steel
Market Continued Trouble Ahead, " "Organization and Management in the
Soviet Economy: The Ceaseless Search for Panaceas, " and "Soviet 1
Commercial Operations in the West. " Mr. Richmond said that before the
Congressman's trip to China we had sent him various material on China and
he wanted the same materials on the USSR, if possible, for the purpose of
comparison of the USSR and China. Mr. Richmond. also asked for material
on human rights and religious persecution; after checking with
FAC /CSS ,' office, I told Mr. Richmond that we ha no g
on these subjects.
12. (Unclassified - SF) LIAISON Received a call from Diane
Williams, on the staff of the House Government Operations Committee,
requesting a copy of a letter from the Deputy Director for Administration,
transmitting a report on the Agency's activities under the FOIA during
the calendar year 1977, addressed to Thomas P. O'Neil, which was referred
to them. of our office, will follow up.
13. (Unclassified - MG) LIAISON Received a call from
Jeanne McNally, secretary to Tom Latimer, Staff Director, House
Permanent Select Committee on Intelligence, who wanted to confirm the
dates and times the Director would be briefingthe Committee. I confirmed
the following appointments: 15 and 17 March, from 9:00 a. m. until 12:00
noon on both days.
14. (Unclassified - MG) CONSTITUENT Received a call from Diana,
in the office of Senator John Durkin (D., N.H.), who had a constituent request
for a tour of the CIA. I told her that the Director decided not to have public
tours of the Agency and gave her some of the reasons mentioned in the
Public Affairs release of 4 November 1977 on the subject.

21.1 LIAISON Called Ilene Katz, House
Permanent Select Committee on Intelligence staff, and asked her whether
Annette Smiley, of the staff, was still interested in obtaining an Agency badge.
I explained that it had been some months since she had made the application
and that she need only come out here to have her picture taken to complete
the process. Ilene called me back to assure me that Annette does want
the badge and will be out to have her picture taken within the next few weeks.
/r 22. ILIAISON Bill Ashworth, Senate Foreign
Relations ommittee staff, ca e o ask for our assistance in providing him
with some accurate figures on Soviet ballistic missile submarines. I passed
the request on to NFAC/CSS, and told Mr. Ashworth that
either LC or I would be back in touch with him. I further
explained a had assumed responsibility for the Senate Foreign
Relations Committee while I was now concentrating on the House Permanent
Select Committee on Intelligence.

have since been cancelled for sometime in early April.
24. LIAISON Mike Flannigan, House
Permanent Select Committee on telligence staff, called to ask whether
it would be possible for him to look through the two remaining IC Staff,
Pike Committee, boxes for a document they are looking for. He asked
whether it would be possible to do this out here and I said that I would
look into it and get back to him.

Senate Select o r z u ee on inzenig'ence staff, but we were unable to agree
for a time for next week for a briefing of the Committee on LA Division
anti-terrorism activities. As an alternative, I suggested'Monday, 20 March,
in the afternoon and Essoyan agreed to poll the Committee staff to see if
this was an acceptable date.

Senate Select Committee on to gence staff, to a meeting with John Waller,
IG, and Chuck Briggs, OIG, regarding the allegations of Charles . Sirgus.a,
former BNDD official, of Agency assassination plots. Epstein cited his
uneasiness and that of Bill Miller, Committee Staff Director, over the
response by a former Agency employee to Sirgusa's allegations and
initially requested that the Agency again look into the Executive Action
program. Mr. Waller stated he was willing to do this but was not convinced
of the relevancy of an inquiry into a 17 year old program. After lengthy
discussions, Epstein agreed to give the Agency a paper on why the Committee
thought this matter was still relevant and Mr. Waller, on receipt, agreed
to have a paper prepared on the background on the former Agency employee
in question. Epstein indicated the Committee would then bear the bulk of
the work by interviewing Sirgusa and the former employee under oath.

Soviet ability to detect U. S. nuclear submarines. Taylor may ask for
a briefing of this matter for Senator Jake Garn (R., Utah)..

Williamson said that the meeting this morning by the NFAC/NIO for
Political Economy and Committee Chairman James
Scheuer (D., N. Y.) had been extremely successful. She thought that
Heymann had made precisely the right impression.

14. (Unclassified - RJK) LIAISON Called George Reidel, Research
and Development Subcommittee of the Senate Armed Services Committee,
to advise him that in order to give the members a meaningful briefing on
the Soviet technology base, the briefing would have to be at the compartmented
level. office had confirmed this. Mr. Reidel replied that
he would like to withdraw the request for an Agency briefing on that
subject on 9 March. He said he would call us in the future if he wished
to reschedule it. Apparently the problem in Mr. Reidel's mind was that
under Agency policy, S. Res. 4 staffers would not have been permitted
to sit in on the briefing at the compartmented level.
15. (Unclassified - KJS) LIAISON Peggy, in the office of
Representative John J. Cavanaugh (D., Nebr.), called to inquire about
tours of the Agency. I told her that there were no public tours but
suggested she call the Public Affairs Office to obtain information about
group tours. I gave her the telephone number for the Public.-Affairs
Office: and she thanked me for the. information.
16. (Unclassified - KJS) EMPLOYMENT REQUEST I called Ed
Smith, in the office of Senator Lawton Chiles (D., Fla.), per his recent
request for information on the summer intern program. I told him I
had checked with the Office of Personnel and they advised that 1 January 1978
was the cut-off date for applications for 1978 summer intern program but
suggested that he either write or call us in October 1978 at which time the
Office of Personnel would have material to send out on the 1979 summer
intern program. He appreciated my call.
17. (Unclassified - KJS) CONSTITUENT Called Alison Kemp, ir}
the office of Representative Ronald V. Dellum. (D., Calif.), in response to
her request a few days ago on behalf of a constituent. I advised her that
the publication, "Organization and Economic Management in the USSR, "
could be obtained from the DOCEX, Library of Congress, and gave h r'
the complete address, as well as the number of the publication. She
thanked me for the information.
