10. (Unclassified - ELS) LIAISON Accompanied
NFAC/OWI, and NFAC/CSS, to a briefing of Chuck Snodgrass,
House Appropriations Committee staff, on Soviet electronic warfare
capabilities. Snodgrass had requested this briefing in a search for
information to help him evaluate U. S. Army budget requests for electronic
warfare equipment.
11. (Unclassified - RJK) LIAISON George Tomlinson and Raymond
Plunkett, GAO, visited Headquarters for an informal discussion with
NFAC representatives on the subject of technology transfer with a focus
on the Soviet Union.
12. (Unclassified - RJK) LIAISON Chief, SALT
Support Staff/NFAC, briefed cleared members of the House International
Relations Committee staff, on U. S. verification capabilities. Present
from the Committee staff were George Berdes, Alison Brenner, William
Fite, Donald Fortier, Forrest Frank, No Spalatin, and Mike Van Dusen.
Beforel ompleted his presentation, it was necessary to
depart to allow briefers from ACDA to make their presentation. Spalatin
said he would like to return and would call us to set up a date.
13. (Unclassified - RJK) LIAISON Called Gail Wynn, House
International Relations Subcommittee on Inter-American Affairs, and, in
her absence, left word that we were returning the original of the
Subcommittee's 12 April testimony to her.
14. (Unclassified - RJK) LIAISON Called Jason Cooke, on the staff
~f Representative Gus Yatron (D. , Pa. ), to answer some questions which he
had raised yesterday. I told him that the Soviets were providing nearly
100 percent of Cuba's support and certainly this would cover any increased
costs the Cubans incurred as a result of their increased activity in Africa.
I mentioned that our FBIS people would be checking Greek press items to
see whether there has been any reaction to the Congressman's statements on
the Greek-Turkey situation. I also told him that a paper on migration from
the Caribbean was incomplete but that we would make a note of his interest
and provide him with a copy when it was available.

40. ADMINISTRATIVE DELIVERIES
J Delivered to Doris Conner, Senate Armed Services Committee; for
Frank Sullivan, Committee Staff Director, a copy of a 1963 memorandum
from the DCI to the President regarding the number of Soviet troops in
Cuba. I told Conner the paper was requested under Executive Order 11652
declassification procedures, and that we were willing to release it but
since it mentioned the Committee we wanted Sullivan's advice on the
question. Sullivan later called me expressing concern about release of the
document and generally aboutthe Agency releasing so much information.
He said he would not have a chance to decide on release of the document
now as he was involved all day long in mark up sessions but did not want
it released until he had the opportunity to think about it. I agreed to hold it.
41. LIAISON Met with Ed Greissing, Senate
Select Corn ___ n__ _n_etu once staff, who said the House Select Committee
on Assassinations had requested to see the transcript of Church Committee
testimony b land that under Committee procedures they wanted
to get approval first. I agreed to otified. 25X1
42. LIAISON Met with Earl Eisenhower,
Senate Select ommittee. on me igence staff, who indicated one of the
recommendations coming out of the Committee's study of the Frank Snepp
case would be there should be a mechanism to conduct post mortem
reviews of major Agency programs, such as involvement in South Vietnam.
Eisenhower requested that the Agency get to the Committee as soon as
possible our report on the Edward J. Epstein book Le end. He also
indicated that the "dry run" for counterintelligence briefing had gone very
well but the question remained who would give the briefing. I said I would
look into this for him.

38. LI ION Met nth Bill Miller, Staff
Director, Senate Select Committee on Intelligence, and covered several
points. I informed Miller that we wanted to insure the only unclassified
mention of a particular sensitive Agency facility
we wanted no mention on unsecure channels of its location. Miller agreed
to this and immediately dictated a memorandum for the staff covering these
points. I asked Miller for his view of Committee plans regarding the book
Legend, specifically, whether there was any chance the Committee would
Miller said he could not imagine the
Committee wouldi as they were in no position to second guess
Agency determinations. The Committee's interest is the nature of the
dispute and its implications for security and counterintelligence. I asked
Miller for background on the request to examine the past year's NIEs.
Miller repeated the message in the Committee's letter that they were in
support of Dr. Bowie's efforts to improve the estimative process. He
stated there was no attempt to do a quality of intelligence study on the
NIEs but that the Committee wanted to get a sense of the volume of the
reports, and their topics and scope. He described it as a "volumetric'
study.
I informed Miller that Ed Levine, of the Committee staff, had
referred me to him regarding the Committee's request for information on
I told Miller we were not
seeking a formal Committee request but only clarification of exactly what
information the Committee is seeking. Miller referred me back to
Levine who gave me the paper I requested. I told Miller there is some

with Miller his topic for his address to perspectives for new supergrades
course. Finally, I pushed Miller for a Committee response on protecting
Congressional documents from FOIA requests. I told Miller the court
case would be up soon and without Committee support our ability to protect
the documents in questions would be in jeopardy.
39. LIAISON Met with Stan Taylor, Senate
Select Committee on Intelligence staff, and informed him that CIA employment
applicant I Irejected by letter of 28 March. I informed
him the Agency had no evidence of Soviet support for the Red Brigades as
alleged in a recent New York Times column by James Reston. He was
surprised at this as he stated that other agencies had told him that there
was such evidence. Taylor also said he was still expecting from the DDO
information on what the Agency needs to be able to do in countering
international terrorism that we are now precluded from doing.

BRIEFING Tom Latimer, Staff Director,
House Permanent Select Committee on Intelligence, called to schedule
a closed Committee hearing tomorrow at 2:00 p. m. concerning the shoot
down of the Korean plane in the Soviet Union. The Committee's principal
interest is Community performance during the incident. What did we
know? When did we know it? How did we find out about it? How quickly
did it get to the right people? NITC and NFAC were alerted.
5? I I LIAISON Representative Lee Hamilton
(D., Ind.) called explaining that Chairman John Flynt (D., Ga.), House
Committee on Standards of Official Conduct, had appointed him to head
a task force of the Committee to investigate a matter which had been
referred to the House by the Attorney General. He suggested that as soon
as I had sorted out the basic elements that I meet with him together with
John Nields, of the Committee staff, to suggest how we might proceed.
6.1 EMPLOYMENT Lisa, in the office
of Representative Marc Marks (R., Pa.), called and requested an
application and employment brochures for a constituent. The material
was sent to her.
7. LIAISON Called Rhett Dawson,
Senate Armed Services Committee staff, to respond to an inquiry which had
originated with Senator John G. Tower (R. , Texas). I informed Dawson
that Cuban activity in support of terrorists in the Western Hemisphere had
been on a gradual decrease since 1967 and that Cuba was not involved in
training or supplying terrorist groups in Argentina, Nicaragua, or Colombia.
8. BRIEFING In. res onse to a request
from Representative Paul Findley (R. , Ill. ), NFAC/ORPA,
visited his office this afternoon to give him a current intelligence briefing
on South Yemen. The Congressman, who is a strong supporter of South
Yemen, has been briefe efore and was pleased to receive another
briefing from him.
9. I I LIAISON Called Jason Cooke, House
International Relations Inter-American Affairs Subcommittee, and told him that
in response to his request we were sendinib him the Agency publication
entitled "Migration from Mexico. "

LIAISON Called Mike O'Neil, Chief
Counsel, House Permanent Select Committee on Intelligence, to establish
that he would speak to the CIA Mid-Career Course on 2 June from 1500
until 1615 hours.
16. I I LIAISON Called Ed Greissing, Senate
Select Committee on Intelligence staff, and told him the years E. Drexel
Godfrey was Director of OCI. Greissing had asked for the information in
connection with Godfrey's appearance in open session before the Committee
today on intelligence charters.
17. I I LIAISON Received a call from Joyce
Chestnut, in the office of Senator Sam Nunn (D., Ga.). Chestnut said
their office had received a request for a CIA employment application for
a constituent. I agreed to have an application sent directly from the Agency.
Chestnut indicated her office did not need a copy of our letter to the
constituent.
18. I I LIAISON Called Geryld Christianson,
in the office of Senator Claiborne Pell (D. , R. I.), in regard to his request
of last week for CIA information on former Swedish diplomat Raoul
Wallenberg. I told Christianson that the Agency did have some documents
which were originated by the State Department and that I would check
with State and ask them to provide the documents or provide them myself
if that was State's preference. Christianson said this arrangement would
be fine.
19. 1 1 LIAISON Called Chris Lay, Legislative
Assistant to Representative Steven Symms (R. , Idaho) and told him the
Agency had no information at an unclassified level on Soviet research into
lasers and into other exotic weapons. I again stated our willingness to
offer the Representative a briefing on the subject and Lay said he would
let me know if the Congressman was interested.
20. LIAISON Received a call from Mike
Epstein, Senate beiect Committee on Intelligence staff, who said a man
named laiming past CIA employment was applying for
a position with the Committee. Epstein asked me to verify his employment.
