Journal - Office of Legislative Counsel
Wednesday - 26 April 1978
I LIAISON Spoke with Ron Docksai, on STAT
the staff of Representative Robe rt K. Dornan (R. , Calif. ). Docksai said
he would be leaving within a week to join the staff of Senator Orrin G. Hatch
(R. , Utah) and requested the Latin American and USSR
be sent to the Senator's office. Arrangements were made with L,iaiso~STAT
to have this done.
11. LIAISON Called George Kroloff, Senate
Foreign Relations Committee staff, and told him that ou eople STAT
would be sending to him, in response to his request, me is reaction
to an international broadcasting conference being held in Cuba this week.
I added that they had picked up media information on a meeting of
international broadcasters in Algiers and would be sending that to him, also.
STAT 12. LIAISON Arranged for Chuck Snodgrass,
/House Appropriations Committee staff, to meet wit Domestic
Security, to formalize Snodgrass' authority to receive codeword material
for overnight; storage.
STAT 13.1 LIAISON Dan Childs, Senate Select
Committee on Intelligence statf, asked for a copy of NIE-4-1-78. I have
STAT discussed this with I NFAC/CSS, and will invite Childs out
to read the estimate.
14. LIAISON Discussed Senate Select
Committee on Intelligence procedure for responding to reprogrammings with
Dan Childs, of the Committee staff. He is not yet sure of whether he wants
to send a letter on every item. He will probably discuss the subject with
Jim Fellenbaum, Senate Appropriations Committee staff, and then come to
a decision. At issue is whether the Senate Select Committee on Intelligence
should respond in writing on those reprogrammings in which they believe
the matter is an appropriation concern rather than an authorization and
appropriation concern.
15. I I LIAISON Chuck Snodgrass, House
Appropriations Committee staff, says he does not expect to mark up until
15 May and probably won't release his figures until the end of May. He does
not plan to move on the sensitive reprogramming until he hears how the
Senate Select Committee on Intelligence has come out on it although he
personally sees no problem.
