forwarded to Stan Taylor, of the Senate Select Committee on Intelligence
staff, a paper entitled, "Systemic Problems in Intelligence Analysis on
the Soviet Union" which was forwarded to us fro of OTR.

7. (Unclassified - ABS) FOIA At the request o called STAT
Tom Packer, in the District office of Representative Henry Waxman (D., Calif. ),
and provided him with the name and address of our Information and
Privacy Coordinator to satisfy a constituent request regarding a
MKULTRA related report which is available under the FOIA.
8. (Unclassified - RJK) LIAISON I called Hank Udow, on the
staff of Representative William Lehman (D., Fla.), in response to his
earlier request for assistance in responding to a constituent letter.
The constituent explained that he had been a member of DOD 157 and
explained that its mission was to rescue Soviet. dissidents in the mid-1960's.
I told TJdow that this was not an Agency organization. We then discussed
howhe;could write a response to the constituent.
9. (Confidential - LLM) LIAISON Bob Beckel, White House
staff,. called to advise of the status of the White House contribution relating
to the' Bayh/Goldwater letter of 7 February 1978 on U.S. intelligence
activities in Panama.
10. (Confidential - LLM) LIAISON Called Fred Baron, Department
of Justice, to determine what arrangements had been concluded between
the Attorney General and the House Leadership on further access by the
House International Relations Subcommittee on International Organizations
(Fraser Subcommittee) to documents concerning According to 25X1
Baron, the problem was also broached and further access 25X1
is to be controlled according to an agreed access list but the dealings would
be directly with the Fraser Subcommittee.
11. (Internal Use Only - LLM) LIAISON Henry Myers, on the
staff of the House Interior and Insular Affairs Subcommittee on Energy &
the Environment, called and we made arrangements for Thursday,
16 February, at 1:30 p.m. for he and Richard Arenberg, of the staff of
Representative Paul Tsongas (D., Mass.) to reviewl ocuments. STAT
I said we would permit Arenberg to participate in the review along with
Myers and Jim Beck, also of the Subcommittee staff.
