Dear George:
As I advised you by telephone several days ago, delays experienced
in the delivery of certain components essential to the completion of
equipment for System No. 1 has caused the shop and assembly operations
to lag undesirably and to a point where I became somewhat concerned
about our ability to meet the deadlines which were established some
time ago. Accordingly, and without your prior approval, I took the
liberty of requesting a certain amount of overtime work to insure that
the schedules we have established would be met. Because of this action
on my part, expenditures for premium pay in the amount of $73.52 were
made on 5 June 1955; corresponding payments in the amount of $211.56
were made on. 12' June 1955. It is estimated presently that additional
premium payments in-the amount of approximately $400. 00 may be required
in order to insure completion of all the work required on schedule. Accord-
ingly, I should like to request your authorization for premium pay expendi-
tures in a total amount of approximately $685. 00.
I indicated to you during the same telephone conversation that an
order had been placed with the R-S Electronics Corporation of Palo Alto,
California, for the construction of a prototype intermediate-frequency
amplifier to be used as a portion of the S stem No. 3 equipment. The
work is to be done at a fixed price of and it will result in an 25X1
etched circuit version of the i-f amplifier in a form closely approximating
that required for a production version of equipment.
The work has been given to the R-S Electronics Corporation on an
unclassified basis, great care having been exercised to insure that the
specifications and general instructions given to representatives of that
company would convey no information concerning the nature of the end
equipment in which it is to be utilized.
The design of an i-f amplifier of the type required is a comparatively
straightforward engineering operation, and our objective in subcontracting
this work has been that of reserving our own engineering personnel for the
more difficult engineering portions of the project activity.
Prior to requesting R-S Electronics Corporation to undertake this
work, five other companies were consulted for the purpose of securing
a bid on the work required. The companies contacted were the following:
Airborne Electronics Company, Van Nuys, California; Airtron, Inc.,

Los Angeles, California; Laboratory For Electronics, Los Angeles,
California; International Research Associates, Santa Monica, California;
and Gilfillan Brothers, Inc., Los Angeles, California. Refusals were
received from all of these companies. R-S Electronics Corporation, on
the other hand, appeared eager to undertake the work and to. complete it
within the time period requested, and appeared to have the professional
organization necessary to conduct the work properly. The core of the
R-S Electronics Corporation engineering group centers around
their Chief Engineer, and a group of eight engineers who were
formerly associated with the National Bureau of Standards and who were
connected with much of the pioneer development work on the proximity
fuze and other devices requiring the use of precision subminiaturization
techniques. The competence of this -group and the company which they
represent appears to be quite firmly established. A great deal of their
experience has been channeled closely along the lines necessary to the
development of the product that we seek. The company also has an out-
standing record with respect to meeting its commitments on schedule.
Although the work to be performed for us is being handled on an unclassi-
fied basis, we are informed that the company has contacts requiring
plant and personnel clearance to the level of Secret.
In view of the foregoing information with respect to the action that
has been taken with respect to development of the i-f amplifier strip for
System No. 3, we should like to request your approval of the action taken
and of an expenditure for this purpose in the amount indicated.
