1. (Internal Use Only - JGO) Met with Mr. Roger Lewis, Adminis-
trative Assistant to Representative Morris Udall (D. , Ariz. he
correspondence forwarded for our information from Mrs.
2. (Unclassified - GLC) Personnel, advised that 25X1
the decision has been made to bring Ian applicant 25X1
in whom Representative Bill Nichols is interested, in with the next CT class
which will be sometime next January.
3. (Unclassified - GLC) Ray Jacobson, Civil Service Commission,
called and advised that he had reviewed our proposed letter on H. R. 12652 for the Director to send to Chairman Celler, of the House Judiciary Committee.
He said he thought it was a good letter which the Commission would have no
objection to our sending. I queried Jacobson again as to whether he knew of
anything further we or they could do by way of contacting people on the Hill on
this legislation and he said he knew of nothing. He added they are proceeding with
preparation of material for Celler's use in amending Title II of the bill on the
House floor if this becomes necessary. I asked Jacobson if he would be good
enough to send us a copy of the proposed amendment which would include a
specific exemption for the Agency. He said he would and assured me that the
language would be identical to the comparable provision of the Hanley bill.

1. Met with Mr. Robert Lockhart, Assistant Counsel,
House Post Office and Civil Service Committee, who told me that from his
information the handling of Title II of H. R. 12652 is still uncertain. He feels the
Judiciary Committee conferees will probably go to conference on the bill and then
take the question of Title II, the Ervin bill for the protection of rights of Federal
employees, to the floor of the House for consideration by the full House. Mr.
Lockhart feels that Chairman Geller, of the Judiciary Committee, will probably
look to Chairman Dulski, of the Post Office Committee, and minority members
of the Post Office Committee, such as Representative Hogan of Maryland, to
lead the fight opposing Title IL However, nothing has been firmed up as yet
in these areas. Mr. Lockhart noted that I would want to talk to John Martiny,
the Chief Counsel, when he returns on Tuesday or Wednesday for the latest
information on Chairman Dulski's intentions.
As for the Federal Executive Service Act (S. 1682), Mr. Lockhart and the
Committee staff have developed a new Committee print for consideration by the
Manpower and Civil Service Subcommittee. Since Chairman Henderson, of the
Subcommittee, was unable to gather a quorum at the last two meetings scheduled
to consider the proposed Committee amendment, any further consideration of
this bill could be put over until the next Congress.
2. Talked to Mr. Arthur Kuhl, Chief Clerk, Senate5xl
Foreign Relations Committee, who told me that the full name of the individual he
inquired about yesterday is Hugh Richard Couch. See Memorandum for the Record.
3.1 1 Met with Ralph Preston, House Appropriations Com- 25x1
mittee staff, and reminded him that we would like to schedule a briefing on a
sensitive project as soon as his schedule will allow. He thanked me for the
reminder.
I briefed Mr. Preston on several items of current intelligence. See
Memorandum for the Record.
4. (Unclassified - RJK) Delivered the Agency Chiefs of State publication
to the office of Representative Bill Alexander (D. , Ark.) per arrangements
made by Mrs. Gillenwater, OLC.
