National Imagery Plan for Satellites (NIPS). The IC Staff is heading a multi-agency/service study to formulate a National Imagery Plan for Satellites similar in some respects to the National SIGINT Plan. However, we are in- cluding a specific annex on "Military Operational Use of National Imagery. The annex will be in three parts: a. Current Utilization--1975-1976 b. Mid-Term Utilization--1976-1981 c. Long-Range Utilization--1980-1990 Under each part we plan to discuss peacetime, crisis periods, and hostilities in relation to operational use, operational needs, and exploitation and dissemina- tion. A rough draft, based on existing JCS studies and joint JCS-ICS composition, is nearing completion. What we are interested in obtaining are the opinions and inputs from the unified and specified commands and their operational/component commands. The rough draft is being forwarded ahead of time for review by ap- propriate staff personnel. The purpose of I trip is to work with staff personnel to obtain a valuable annex reflecting commanders' needs. will be working with representatives from plans and operations, as well as intelligence. This is the Pacific leg of the trip that commenced with a visit to the European commands in September. 2.
