Dear Mr. Quayle:
This r nds to your letter of August 15, 1977 forwarding a
letter from I Iwhich requested information regarding
certain tests he believes may have been performed on him.
The recently discovered files of Project MKULTRA do contain
evidence that research involving human testing was conducted in the
fields of behavior control using techniques involving hypnosis, drugs,
etc. Our records indicate such testing on unwitting subjects ceased
in 1963. Unfortunately, neither Project MKULTRA files nor any other
files thus far located contain the names of persons who may have
used as subjects. Therefore, in our search of relevant files
name was not found.
The Director of Central Intelligence has assured the Congress
that the CIA will attempt to identify those persons who were the
subjects of unwitting testing conducted under Project MKULTRA.
To this end, the institutions where Project MKULTRA testing took
place have been notified of their involvement with the project. The
Director has offered these institutions his full cooperation in helping
them identify the persons who were test subjects. Please be assured
I will inform you immediately if any institution notifies CIA that it has
identified as having been a Project MKULTRA test subject.
