(S/NFD) This study is a most useful compendium of substantive data on the thinking of the Soviet military planners. How- ever, its intrinsic value needs to be exploited to the fullest by all intelligence consumers. As a consequence, my action officer, Mr. E. Walter Polivka, has been pursuing with your OSR representatives 25X1 the possibility of wider dissemination of the basic stu y and of reducing the study to a collateral level in order that it may be disseminated to the greatest number of intelligence consumers. (S/NFD) Your staff has offered an informal proposal which would permit me to distribute the basic unsanitized report to the list of addressees within the US (listed in Section I of Attachment 1). Your office would distribute the so- called "distilled" version (recently prepared for Dr. Andrew Marshall) to overseas commanders (listed in Section II of Attachment 1) and your staff subsequently would produce a follow-up sanitized version which would satisfy the remainder of the consumers previously denied the document.
