1. (Unclassified - RSG) LIAISON Took a call from Ms. Trudy Peterson,
National Archives, who inquired about the status of our review of the Warren
Commission documents relating to the House Select Committee on Assassinations
investigation. I told Ms. Peterson to indicate that Mr. Mickey Goldsmith,
House Select Committee on Assassinations staff, and I have just talked about
the same subject and that I suggested access would be completed by Thursday,
26 January for Committee staffers at CIA headquarters.
2. (Unclassified - RSG) LIAISON Talked to Mickey Goldsmith,
House Select Committee on Assassinations staff, and indicated that Warren
Commission documents would be ready nuary.

3. (Unclassified - RSG) BRIEFING At the request of the offices of
Representative Hamilton Fish (R., N.Y.) and Representative Silvio O. Conte
(R., Mass.), I accompanied OTR:, to a briefing of two groups of
college students on the CIA.
office of the Deputy Under Secretary for Space Systems, of the Air Force,
called to ask whether the Director had sent the letter to the General
Accounting Office stating that compartmented clearancns for six staffers
would not be granted. After checking with I called 25X1
Colonel Cullinane back to give him a status report on the matter. He
expressed his concern that a GAO report dealing with compartmented
information has been issued and assured me that no one from the office
granted the GAO staffers any compartmented clearances.

10. (Unclassified - JMD) LIAISON Called Terry, in the office
of Senator Milton Young (R., N. Dak. ), to arrange an appointment for
Ambassador Carlucci to meet the Senator. Terry said the Senator is
out sick today and asked that I check with her again tomorrow.
11. (Unclassified - JMD) LIAISON Called Duggie Hatry, Clerk,
Senate Select Committee on Intelligence, and asked the room number for
the confirmation hearing for Ambassador Carlucci on 27 January. She
advised it will be held in 6202 Dirksen Senate Office Building.
12. (Unclassified - JMD) LIAISON Pat Butler, in the office of
Senator Alan Cranston (D. , Calif. ), called and set 1 February at 5:15 p. m.
for Ambassador Carlucci to meet the Senator.
13. (Unclassified - MLG) LIAISON Pe request I 25X1
forwarded to Richard Giza, of the House Permanent Select Committee 25x1
on Intelligence staff, documents on the Agency's ADP assets inventory.
15. (Unclassified - YTF) LEGISLATION Called Barbara Torrey,
Office of Management and Budget, and she readily granted an extention until
25 October on our response to the Administration's draft proposal for
cost-of-living adjustments for retirement programs.
16. (Unclassified - JEC) LEGISLATION Called Irving Jaffe, Office
of the Deputy Assistant Attorney General, Civil Division, concerning a
potential problem with proposed revision of Federal Tort Claims Act.
Mr. Jaffe said that Justice was going to propose an amendment which would
result in the Act's application to constitutionally tort committed overseas.
This amendment would take care of our problem (See Memorandum for the
Record. 1

office of Senator Frank Church (D., Idaho), called requesting a briefing
for the Senator on the Horn of Africa affairs. They want the briefing
on Friday, 27 January at 2:40 p. m. I passed this to the Congressional
Support Staff.
3. (Unclassified - ELS) LIAISON Valerie Pantell, in the office
of Representative Robert K. Dornan ; (R. , Calif. ), called requesting an
urgent briefing for the Congressman with someone from CIA familiar
with Africa. The Congressman recently returned from Africa where he
has talked with Ugandan refuLyee and has important information. This
was passed to 25X1
4. (Unclassified - DFM) LIAISON Called Tom Latimer, Staff
Director, House Permanent Select Committee on Intelligence, and explained
to him the problems we were having in obtaining the memoranda from
William Sullivan, FBI, to Former Director Richard Helms, which he
had requested in a 17 January letter to George Cary, Legislative Counsel.
I explained I believed I would have them for him early next week.

in the office of Senator Strom Thurmond (R., S. Car. ), who requested a
copy of the new Executive Order on intelligence. I told her that as soon as
I get copies I would forward one to her.
16. (Unclassified - MG) EMPLOYMENT Received a call from
Beth Northrup, in the office of Senator Lowell P. Weiker (R., Conn. ),
who requested information on the Agency's Summer Graduate Studies Program
for a constituent. I gave her general information about the program and
told her that 1 January 1978 was the deadline for this year's program.

17. (Unclassified - ABS) FOIA Called Charles Kirbow, of the
Senate Select Committee on Intelligence staff, regarding the release
of his name in a CIA document which is under consideration for release
under an FOIA request of Georgetown University weekly, "The Hoya:'
At his request, I read the document verbatim to Mr. Kirbow and he
agreed to the release of his name.
18. (Unclassified - ABS) FOIA Called Carolyn Bacon,
Administrative Assistant to Senator John Tower (R., Texas), regarding
the release of Senator Tower's name in a CIA document dated 8 December 1975
which is under consideration for release under an FOIA request of
Georgetown University weekly, "The Hoya." Ms. Bacon requested
we drop off a copy of the document to their office so she could
review it before making a decision on releasing Senator Tower's
name. The letter is being prepared.

Select Committee on Intelligence, to discuss our concerns with the latest
SSCI draft Title I of the charter legislation which we had raised in earlier
discussions but which were not reflected in this latest draft. We received
from Mr. Norton a copy of the latest SSCI draft of Title IV of the charter
legislation (the CIA charter).
20. (Unclassified - RLB) LEGISLATION Met with John Elliff
and Pat Norton, on the staff of the Senate Select Committee on Intelligence,
to discuss the latest SSCI draft Title II of the charter legislation. Present
from the House Permanent Select Committee on Intelligence staff were
