10. FOIA Bob Bernstein, in the office of
Senator Harrison i iams D. , N.J.), called on behalf of a
constituent, Steven A. Sussman, regarding mind control experiments
involving the University of Rochester. I advised Mr. Bernstein that
Mr. Sussman should send his inquiry to our Information and Privacy
Coordinator and provided the appropriate address.
11. LIAISON Received a call from
Dorothy Fosdick, on the staff o the Permanent Subcommittee on
Investigations, Senate Governmental Affairs Committee, who requested
unclassified and classified bios on Chinese leaders. She said these
were for use by Chairman Henry M. Jackson (D. , Wash. ). I alerted
NFAC/CSS.
12. LIAISON Called Marsha Matts,
House Appropriations Committee staff, and asked that she advise
Mr. Charles Snodgrass, of the Committee staff, that we were checking
to find out what happened to the cassette which Representative Joseph
Addabbo (D., N. Y.) gav I told her we were hoping
it would be in the pouch tomorrow, but if it isn't, we will send a cable
and find out where it is. I told her we would let them know as soon as
possible.

1 BRIEFINGS Received a call from
Jane McMullan, Senate Appropriations Committee staff, who said the
Committee would like to have the Director appear on two consecutive
days on the NFIP posture and the CIA posture. She gave me the time
periods of 1 to 23 March or 3 to 14 April for us to pick the two days.
I told her I would check with the Director's office and get back to her.
14.1 LIAISON Called Tom Latimer,
Staff Director, House Permanent Select Committee on Intelligence, to
see if he had any problem with the position we planned to take regarding
the letter to the Director from Chairman John D. Dingell (D., Mich. ),
House Interstate and Foreign Commerce Subcommittee on Energy and
Power, and he had none.

15. LIAISON Accompanied the Director
and Ted Shackley, ADDO, to a meeting with Chairman John D. Dingell
(D. , Mich. ), House Interstate and Foreign Commerce Subcommittee on
Energy and Power, regarding the Chairman's letter to the Director
dated 20 January. Also present were Frank Potter, Peter Stockton,
and Michael Ward, all on the Subcommittee staff. Chairman Dingell,
for his part, said he would not operate through other committees.
The Director, for his part, made his position equally clear. It appears
that we will be able to work out an accommodation mutually satisfactory
to both and in the event of any disagreement it should be brought to their
attention for resolution. Mr. Potter raised the question on the accuracy
of some information provided by the analytical side of the house and the
Director said if there is any question on this or any other matter, for
Potter to get in touch with me to be brought to the Director's attention
to be resolved.

Committee, and made tentative arrangements fo
with Beck and staff associate, Henry Myers, at 2-00 p.m. on Monday,
30 January, to discuss the Agency' Chairman Morris Udall's
letter requesting a further meeting

17. LIAISON Received a call from Skip Endres, 25X1
House Judiciary Subcommittee on Immigration and Naturalization. Endres
called and asked if I would look into arrangements that were being made for
a briefing on illegal immigration from Mexico into the U. S. to be given by
Averill Farley, NFAC. Endres had been given Farley's name by the Library
of Congress as having prepared a report on the subject and Endres called her
directly. Farley told Endres she would have to submit the request through
proper channels. Endres asked that the briefing be held sometime next week.
I said I would check and that someone from our staff would get back to him.
I reminded Endres that our office still has the classified notes that
Committee staffer Peter Regis had taken sometime back and that we had further
material prepared for Regis' review whenever convenient for him. Endres made
no comment, but did inquire as to the status of the review of the summaries by
the GAO investigating team. I said this was coming right along and should
be completed within the month.

Government Operations Subcommittee on Government Information and
Individual Rights staff, and alerted h' r review of the Committee's
galley proofs of the report of th case disclosed a very serious 25X1
problem which I would want to discuss wit im. He said there is a complete
hold on the galleys and he asked that we discuss the problem when he
comes out on I February.
19. LIAISON A meeting was held in my office
from 8:30 a. m. until 10:00 a. m. to discuss Gary Cornwell's, Deputy Staff
Chief, House Select Committee' on Assassinations, letter from Chairman
Louis Stokes to the Director setting forth revised procedures for
Committee staffers to review unsanitized CIA documents and

additional changes were agreed to which 'Cornwell will clear with Professor
G. Robert Blakey, Chief Counsel and Director, and which Agency representatives
present will clear with their principals. Later in the day, I received
a call from Cornwell confirming full acceptance of the changes with one minor
exception in the fifth paragraph of the Secrecy Agreement.
All of the representatives concurred in the Chairman's letter.
A letter confirming the Director's acceptance and approval will be
prepared for transmission to the Director for his signature.
20. BRIEFING Susan Kniss, in the office
of Senator Richard C. Clark (D., Iowa), called to say that in addition to
the Senator, Pauline Baker, on the Subcommittee on African Affairs, Senate
Foreign Relations Committee, and Bruce van Voorst, on the Senator's personal
staff, would attend the briefing scheduled for this afternoon.
21 LIAISON Jim George, House Government
Operations Committee sta , ca led to request any unclassified information
the Agency has on the Soviet Navy, going all the way back to World War II.

25 LIAISON Jim Davis, in the office
of Representative Dawson Mathis D. , Ga. ), called to request background
information on an Australian journalist by the name of Burchett. The
information was requested by a constituent who was attempting to develop
facts which could be presented to the Department of State in an attempt
to get Burchett deported. I told him I was n "ure we could be of any
help but would look into it.

in the office of Representative Don Young (R., Alaska), who requested a
copy of "Soviet Commercial Operations in the West. " I told him that a
copy would be forwarded to him.

House Governmen pera ions ommittee staff, who requested a copy of
"A Dollar Cost Comparison of Soviet and U. S. Defense Activities, 1967-77. "
I told him that a copy would be forwarded to him.
3.1 j LIAISON Received a call from Peter
Almquist, in the of ice of Representative Jim Lloyd (D., Calif. ), who
requested two copies of the mistakenly released SNIE on nuclear
proliferation. I told him that we would look into the matter and have
someone call him back. OLC, is following up on it and
will call Almquist back.
4.1 LEGISLATION In the company of Geor e

OGC, attended a meeting chaired by
IC Staff, and attended by representatives from other
Community agencies and departments to discuss charter legislation generally
and particularly the SSCI draft Title II. The consensus was that the SSCI
drafts overall were overly detailed and restrictive and that Title II in
particular was completely unacceptable in its present form. It was agreed
tha would draft a memorandum t:) the Director reflecting
this position and recommending that he seek to have the probable SSCI
sponsors of the legislation delay imminent introduction of the charter bill so
that further efforts could be made to narrow disagreement and possibly
reach agreement on a set of general charter principles.

staff members, I gave to Sharon Leary, of the Committee staff, a copy
of the document released erroneously recently under FOIA dealing with
the nuclear capabilities of several nations. I explained what happened
in this case and Leary agreed to bring this to the attention of Latimer.

of Intelligence Community testimony before the Subcommittee on
Legislation, on 18 January on S. 1566 and other electronic surveillance bills.
11.1 LIAISON Met with Loch Johnson, House
Permanent Committee on Intelligence staff, regarding his meeting
Wit'~h SA/DO/O, yesterday on Agency media programs. Johnson 25X1
felt a meeting had gone quite well and he had learned a great deal from
the session. Johnson elaborated on the follow up items.

12. HEARING Along with George Cary, 25X1
Legislative Counsel, an PA Office, I attended the first 25x1
day of Ambassador Frank Carlucci's nomination hearings for DDCI before
the Senate Select Committee on Intelligence. Chairman Daniel K. Inouye
(D. , Hawaii), Senate Select Committee on Intelligence, opened the hearing
by announcing his resignation had been accepted by the Democratic
Caucus and that Senator Birch Bayh (D., Ind.) had been appointed
the new Chairman. Ambassador Carlucci read his prepared statement and then
answered questions from Senator Bayh which dealt primarily with
Executive Order 12036, from Senator William Hathaway (D., Maine) which
dealt primarily with his previous Government career, especially in the
Nixon Administration, and from Senator Walter Huddleston (D., Ky. ).
Senator Richard Schweiker (R., Pa.) made a brief statement in support of
the nomination. Because of a late start and numerous interruptions for floor
votes, the hearings were recessed until 30 January at 2:00 p. m. when there
will be another open session followed by an executive session.

14. LIAISON Met with Abram Shulsky,
Senate Select Committee on In e igence staff, who gave me approximately
10 pages of Russian script which had been turned over to Senator Daniel
Moynihan's (D., N. Y.) New York office by a Russian immigrant. The
paper is a discussion of the Soviet missile program. I agreed to pass this
to Agency analysts and then return the paper to Shulsky.
15.1 LIAISON Met with Mike Epstein, Senate
Select Committee on Intelligence staff, who gave me pages from Fred Malek's,
former Nixon Administration official, testimony before the Senate Watergate
Committee. The testimony referred to the "responsiveness program"
which Ambassador Frank Carlucci had been asked about at today's
confirmation hearing.

Select Committee on Intelligence staff, and told him we would like the opportunity
to meet with Senator Adlai Stevenson (D., Ill.) to get feedback from his

Subcommittee on Science and Space, Senate Committee on Commerce,
Science and Transportation, and showed him an Agency paper on COSMOS
954. Gehrig asked me about radiation from the satellite and I put him
directly in touch withF7 NFAC, for an answer to his question.
18. L, I LIAISON Picked up from Earl
Eisen hower, Senate Select Committee on Intelligence staff, a copy of
a letter from Louis Rutstein to Senator Howard Baker (R., Tenn.) which
had been forwarded to Eisenhower by Howard Liebengood, Legislative
Assistant in the Minority Leader's office. The letter charges that either
the Agency or FBI was investigating Rutstein's client, Sheryl Crain.
Eisenhower asked for a report on the allegatigtr.-"
