1. One of the most acute shortages prevailing among chemical supplies imported
into last Germany is that of titanium dioxide (Titandioxyd), needed for the
perlon, artificial silk, and paper manufacturing industries. No funds had
been made available for additional imports of this item as of June 1954.
2. To avoid allowing important plants to become idle and their workers
laid off, the East German government authorized the release of 45. tons of
titanium dioxide from government emergency reserve stocks. However, the
45 tons had already been almost entirely absorbed by these industries,
which were urgently requesting additional supplies.
3. The East German Council of Ministers (Ministerrat) was requested by
responsible DIA and DHZ officials to authorize the release of further
quantities of titanium dioxide from these emergency reserve stocks or
to make substantial funds available for importing this item on an
