THE APPRAISAL OF CONTENT IS TENTATIVE. (FOR KEY SEE REVERSE) At about 2300:on 19 May 19514., signal rockets were observed over the Gulf of Finland off Paker-Ort (N 58-401 E 21+-05)? They appeared at an altitude of 800 meters at irregular interv'als,showing a pale yellowish light and burning about five minutes before going out abruptly without afterglowwat an altitude between 150 and 200 meters. The luminous bodies, which were ball-shaped, were sometimes single and sometimes in clusters of three Observation was continued' about one hour.
