1. Luis GUASTAVINO, Communist student leader in Valparaiso, Chile, who recently
returned from the Vienna Peace Congress, gave a series of lectures in student
circles on his trip to Vienna. On one occasion he stated that he had brought
back large quantities of propaganda material and that he had no trouble get-
ting this material through customs when he came into Chile from Argentina via
railroad, During one of his most recent lectures, in the YMCA in Valparaiso,
he stated that on his return home in passing through Rio de Janeiro he stayed
at the YMCA there and surprisingly enough found quantities of 'anti-Communist
propaganda. GUASTAVINO stated emphatically that he did not think that the
YMCA should permit political prejudice.
2. Since his return to Valparaiso GUASTAVINO has assumed a more important posi-
tion in Communist student circles, despite the fact that he was not allowed
to,enroll in the Pedagogical Institute. Oscar GUZMAN E., anti-Communist
director of the school, refused to admit GUASTAVINO and two other Communist
students, Norman CORTES and Joaquin LEIGHTON, into the school. Saddi JOUI,
Communist president of the Federacion de Estudiantes de Chile de Valparaiso
(FECHV), headed a committee of students to protest GUZMAN's action but was
unable to persuade GUZMAN.to change his decision.
3. During the.middle of June., GUASTAVINO spent five days in a village called Lo
Narvaez, a few. miles outside of Valparaiso, to organize a Communist cell among
the farm laborers in that region. GUASTAVINO distributed large quantities of
Communist propaganda and in general was well received by the farm workers,
He arranged with the.workers to have a football team sent to play opposite the
team in Lo Narvaez in a day of festivities which would attract all the local
populace and which would include football, other games, and food, ending with
pro-Communist speeches and the distribution of Communist propaganda. On his
return to Valparaiso GUASTAVINOIs plan was immediately acted upon, a football
team was organized under the direction of Hugo VALDEBENITO Rodriguez, and
plans were made to transport a large delegation to Lo Narvaez on 12 July 1953.

Among those scheduled to carry Communist culture to Lo Narvaez were the fol-
lowings Gonzalo FERNANDEZ, Juan BARATTINI Carveli, Jaime AUGER, Judith MAD.RI,
Cecilia SIMONETTI, Rodrigo FERNANDEZ, Italo PAOLENILLI, Sergio ROBLES, Marta
CONTRERAS, Irma HERRIQUEZ, Carlos FORESTI, Juan GUIDICE, Rogelio NOVOA, Olga
VELASQUEZ, NoraGARCIA,, Fernando LUES,- Ivan AUGER, Hugo VALDEE{ENITO, Norma
MAR2 INEZ, Victoria SOYA.
I. During June Communist students under the direction of GUASTAVINO and Fernando
LUES devoted considerable time to raising funds to send Oscar STUARDO Vilu,
Communist student leader in the University of Chile Law School in Valparaiso,
to Bucharest as the official delegate of the FECHV to the Fourth World Festival
of Youth and Students,.in August. Communist students were also extremely anxious
to ,send one of.the farmers from Lo Narvaez to Bucharest and attempted to raise
funds for this as well. LUES was also put in.charge of arranging for Chilean
Communist Party (PCCh) carnets to be distributed to the indoctrinated farm
workers of Lo Narvaez. These are to cost the farmers 10 pesos each and are being
furnished from the PCCh headquarters in Santiago.
5. The drive to support the Communist daily, El Silo, was feverishly carried on
by the students in the Law School and the Pedagogical Institute. A committee
consisting of Rogelio NOVOA, GUASTAVINO, Saddi JOUI, and Sergio VOSCOVIC directed
the sale of El Ski to on the streets around the University every day during the
month of June, VOSCOVIC has been promoted in the Party echelon and is now de-
voting much of his time to Party work in the water-front area of Valparaiso.
6. The Communist cell in the. Pedagogical Institute is composed of the following
twelve individuals: Luis GUASTAVINO,Sergio VUSOOVIC, Saddi JOUI, Carlos
FORESTI, Lina ALDONEY, Judith MADBI, Rogelio NOVOA, Esteban RIVERA, Miguel
ESPINOZA, Hugo VALDEBENITO Rodriquez, Norman CORTES, Joaquin LEIGHTON. Each
member pays 50 pesos monthly dues to the PCCh if his income is less than 10,000
pesos a month and 100 pesos if his-'.income is more than this figure. Thirty
percent of these funds remain in the cell treasury, and the balance is sent to
the PCCh headquarters in Santiago.
7. Communist student.leadera are making every effort to convert German GAMONAL
Rosales to Communism. GAMONAL is the editor of Vida Universitaria, a new school
paper, and is an outstanding student leader. Communist students believe that
GAMONAL9 who is known as an anti-Communist, is really a Communist, since he is
always reading Communist literature and maintains friendly relations with Com-
munist students. It is said that VUSCOVIC and GUASTAVINO are very anxious to
convert GAMONAL in order to win over Vida Universitaria to the Communist line
and that they offered him a trip to the cares congress with practically all
expenses paid,
8. Communist students in Valparaiso have organized a sports club called Club De=
porter el Condor. The directors of this club are Oscar STUARDO Vilu,, Hugo
VALDEEENITO Rodriguez, Carlos FORESTI, and Julio MONTANE. The club will be
used only as a front for PCCh activities.
9. Sergio VUSCOVIC has been working under the 'Communist-dominated Frente del
pueblo and recently attended several of the political meetings. He was in
charge of the student section of the 28 June 1953 Valparaiso homage for Elias
LAFERT''TE and Salvador OC J O Pastene, Communist Party leaders and fo rmer Sena-
tors, VUSCOVIC worked under the direction of Juan Guillermo MATUS and Guillermo
NEGFDN Meneses, Frente del'Pueblo leaders in charge of the rally, and he super-
vised the distribution of propaganda among students advertising this rally.
10. During the entire month of June quantities of propaganda on the Rosenberg case
were distributed among the students, and the distribution of this propaganda,
attributed to the pro-peace committee in Valparaiso, was directed by GUASTAVINO.
