1. I I James Gehrig, on the staff of the Senate
Space Committee, called to ask who he could refer someone to on the
subject of machine translation from Chinese into English. Apparently
a senator has queried Gehrig about this and he wants to provide the name
and address of the appropriate person and agency. I told him I would 1001Q5X1A
into this and be in touch with him.
3. 1 1 Hand carried to William Woodruff, on the staff
of the Senate Appropriations Committee, a copy of the Director's prepared
statement to the Joint Committee on Atomic Energy on "threshold" countries
and the Non-Proliferation Treaty for his review.
I provided Woodruff with a copy of the Director's response to
Senator Strom Thurmond's (R. , S. Car. ) inquiry regarding the Agency's
function in deliberations on the Non-Proliferation Treaty.

17.1 11eceived a call from Mr. Frank Slatinshek
on behalf of Representative Utis Pike, Chairman of the House Armed
Services Special Subcommittee on the Pueblo. Mr. Slatinshek requested
the names and official titles of the members of the 303 Committee. I
thanked Mr. Slatinshek for his call and advised that I would relay his
query and be back in touch with him as soon as possible. The Director
and Mr. Kenneth BeLieu, of the White House Staff, have been advised.
18. I Without confirming the fact of Agency
employment to her, I checked with Miss Barbara Burris, on the staff of
Representative Dante B. Fascell (D. , Fla. ), to be sure that contact had
been made with Miss Burris advised that 25X1A
had called them and they very much appreciated our assistance.
19. Contacted William Woodruff, on t he
staff of the Senate Appropriations riations Committee, and advised
in whom Senator Richard Russell (D. , Ga. ) had an interest, was entering

Mr. Woodruff said he was extremely pleased to hear this and said he
would ensure that Senator Russell is advised.
20. 1 _j eorge Murphy, on the staff of the
Joint Committee on Atomic Energy, called to say that one of the members
was pressing Edward Bauser for detailed information on the Soviet FOBs
program. Mr. Murphy asked if we would have a. knowledgeable individual
brief Mr. Bauser and himself tomorrow. These arrangements are being
made.
21.1 I Hand carried to Kathy Nelson, on the staff
Senator Stuart Symington (D. , Mo. ), the full names and addresses of Messrs.

9. I!\/let with William Woodruff, on the staff
of the Senate Appropria ions committee, and advised him that following
the Director's briefing of the combined CIA Subcommittees on Friday,
Carl Marcy, Chief of Staff, Senate Foreign Relations Committee, called
on behalf of Senator J. W. Fulbright (D., Ark.) and asked that the Director
brief the Senate Foreign Relations Committee on the subjects covered at
the CIA Subcommittees'briefing. I told Woodruff that the Director would
cover the same material eliminating some of the more sensitive and
sophisticated information and visual aids. Woodruff
thought the Director had no choice out to respond
Senator Fulbright's request. He added that he was sure that the Director
would be quizzed extensively on the ABM issue.

Mr. Woodruff informed me that Senator Richard B. Russell
(D. , Ga.) had been quite impressed with a book of unclassified page-size
maps which we had provided Woodruff some months ago and Woodruff asked
if additional copies could be made for Senators Russell .and Young and Ed
Braswell, of the Senate Armed Services Committee staff. The Map Library
is working on this.
Woodruff was aware of the fact that the Directo.r had briefed the Joint
Committee on Atomic Energy on threshold countries and the Non-Proliferation
Treaty and asked if the text of the Director's statement to the JCAE could
be made available for his study. He would also like to review the text of
the Director's briefing statement to the combined CIA Subcommittees last
week. He said he would like to do this this Friday.

Henderson, Subcommittee on Manpower and Civil Service, House Post Office
and Civil Service Committee, on problems of the Ervin bill (S. 782). See
Memo for the Record for details.
2. Accompanied the Director and Messrs. Duckett,
Bruce Clarke, and who testified before the joint session of the CIA
Senate Subcommittees of Armed Services and Appropriations, chaired by
Senator Russell. See Memo for the Record for details.
3. I I Carl Marcy, Chief of Staff, Senate Foreign
Relations Committee, called only a couple of hours after the Director's
appearance before the Agency Subcommittees to say that Chairman Fulbright
who had attended the hearing before our Subcommittees, had been very favorably
impressed with the Director's testimony and would like the Director to appear
before an executive session of the full Senate Foreign Relations Committee on
Wednesday (26 February) or Thursday (27 February). I told Mr. March I
would call him back Monday (24 February).

1. Accompanied OPPB, to a
meeting wi i iam woodruff, on the staff of the Senate Appropriations
Committee. The purpose of this meeting was to provide Woodruff with a
breakdown of detail which he requested in connection with withdrawal
from the reserves having to do with Vietnam and Laos. Mr. Woodruff
said that the information provided by gave him everything he
needed for his discussions with Senator Russell on this subject. Woodruff
mentioned again, however, that in any subsequent withdrawal from the
reserve he would need fairly detailed backup material so that he could
adequately discuss the subject with the Senator.
2. Provided Dorothy Fosdick, on the staff of
the Subcommittee on National Security and International Operations, an
FBIS item which she had requested containing the Peking statement cancel-
ing Sino-U. S. meetings in Warsaw.

3. Hadlunch with Charles Johnson, Chief
Counsel, House Committee on Post Office and Civil Service, who mentioned
that at a full meeting of the Committee this morning rules for the organization
and operation of this Committee for this Congress were agreed upon with a
minimum of controversy.
4. Met with Proctor Jones, Staff Assistant to
Senator Richard B. Russell (D. , Ga. ), and discussed with him the letter
whichi had written to the Senator regarding
her application for Agency employment. It was agreed we would write
directly to returning her application to her and that we
would send a copy of this letter along with a covering letter to Senator
Russell. Jones said he had no problem with this case and said this would
be fine.

1. Accompanied Mr. Bruce Clarke and Mr.
of OSR, to a briefing of the Senate Preparedness Sub-
committee staff. This was a continuation of our briefing of the Soviet
and Chinese threat. Messrs. Kendall, Harper, Shaw, and Gilleas were
present from the Subcommittee staff. Mr. Clarke covered Soviet ABM
systems and air defenses and Chinese Communist advanced weapons. At
the conclusion of the briefing Mr. Kendall indicated that he would like for
the Preparedness staff to be briefed on the topics originally scheduled for
the Director's briefing of the full Armed Services Committee. I told Kendall
I would check on this and be back in touch with him.(I would propose that
following the Director's briefing of the combined CIA Subcommittees on
Friday, we would brief the Preparedness staff with the same text used by
the Director. )
2. I 1 Met with William Woodruff, on the staff of
the Senate Appropriations Committee, and reviewed with him topics of
the Director's briefing of the combined CIA Subcommittees on Friday.
Woodruff said this should be considered as a world roundup-type briefing
but thought emphasis should be placed on the situation in the Middle East
and the Berlin problem. He said the Director should also be prepared to
discussed threshold countries, the Non-Proliferation Treaty, the Agency's
role in the Pueblo operation and the subject of missiles in Cuba.
3.1 As a result of several phone conversations with
Messrs. Woodruff and Braswell, we confirmed plans for the Director's appear-
ance before a joint session of the Senate CIA Subcommittees of Armed Services
and Appropriate Qns for 10:30 a. m. on Friday, 21 February. Braswell mentioned
that representatives of the Senate Foreign Relations Committee might be
invited to attend, but he was not sure who these might be. Braswell indicated
Soviet and ChiCom offensive and defensive strategic weapons and the Middle
East situations should be covered, and there would probably also be consider-
able interest in any matters bearing on the current NPT controversy and the
attitude and effectiveness of our NATO allies.

14. Mr. Maury and I met with William Woodruff,
on the stair _ pprriations Committee, for luncheon. In
the course of our meeting the following items were discussed:
a. Woodruff advised that although the Appropriations Committee
has not formally designated the membership of its Subcommittees, Senator
Allen Ellender (D., La. ) and Senator John McClellan (D., Ark. ) have been
advised by the Chairman that they will be appointed to the CIA Subcomm
In response to our question, Woodruff saw no objection to our making coni~c.
with Senator McClellan on the basis of his expected appointment for the ILLEGIB
purpose of providing him with background briefings on the Agency.
b. Woodruff repeated his suggestion regarding thf>
that we should pursue this with Senator Birch Bayh (D. , Inc.
members of the Constitutional Rights Subcommittee. (In response vU our
question he said he thought Senator McClellan could be most helpful to us. )
c. Woodruff felt that the Director should definitely raise, the
Ervin bill problem at the first meeting of the CIA. Subcommittee. He als
feels it would be appropriate for us to discuss our problems with this bilk
with various members of the Subcommittee separately.
d. Woodruff repeater. the statement which he had made earlier
that he thought Senator Symington's publication of the Director's letter
on the Pueblo matter could cause some rather serious problems for us.
He appreciates that this was done in response to Symington's desire to
quiet critics such as Senator Stephen Young (D. , Ohio) but he feels that
the letter may not be considered in this context by persons who do not
choose to interpret it that way.
e. Woodruff is devoting considerable effort to the Pueblo and
ABM issues. He expects to make Senator Russell as knowledgeable as
possible on the Pueblo.
f. Woodruff provided some helpful information regarding
the role of Bryce Harlow, Assistant to the President for Congressional 25X1A
Relations, and Ken BeLieu, his deputy, with respect to the Congress.

12. Met with William Woodruff, on the staff of
the Senate Appropriations Committee) to keep him up-to-date regarding
our thinking on the Ervin bill. Woodruff still feels we should pursue
this matter in the Judiciary Committee through Senator Birch Bayh (D. , Ind. )
and that the Director should raise the subject at the next meeting of the CIA
Subcommittee. Woodruff said he could give no guarantee that the Director
would not receive a somewhat negative reaction from Senator Russell
but he feels that the Agency should bring it to the attention of the Sub-
committee meeting involving legislative matters which are of concern
to us.
Briefed Woodruff on the following items:
a. Chicom fighter base near the Laotian border.
b. Chicom development of a logistic base in Yunnan.
c. Moscow's relationships with Arab terrorists.
d. Soviet participation in Aswan Dam defenses.
e. Kosygin's reappearance in public.
f. Recent spotting of a Soviet Y-class submarine.
g. Soviet expansion of their fishing operations.
h. The presence of Soviet submarines at Syrian ports.
Woodruff mentioned that he was attempting to pull together some
material for Senator Russell on the Pueblo incident and on the ABM
controversy. In discussing the ABM matter, Woodruff expressed some
irritation with statements in John Finnev's article in the New York Times

Assistant to Senator William B. Spong (D. , Va. ), in response to her
earlier query and answered certain questions regarding an FBIS item
quoting a recent speech of the Senator's.

13, Met with William Woodruff, on the staff of
the nate Approprl.a ions Coinniittee. We discussed the problems
involved in the Agency's listing of extremely sensitive research proj-
ects as requested by the Bureau of the Budget for Senator Mansfield.
After I pointed out the problems involved in some of these projects,
Woodruff suggested that the Director send a letter to Senator Mansfield
advising him that we were submitting the material to our CIA. Sub-
committee in accordance with past practices. He suggested further
that these listings be available at the first meeting of the CIA Sub-
committee in the event Senator Mansfield should ask to see them at
that time. An appropriate letter is being prepared.
14. At his request I met with David Martin,
on the staff of Senator Thomas Dodd (D. , Conn. ). Martin said he was
preparing some material on Vietnam for the Senator's use. He said it
would be helpful to him in this connection if we could provide him with
information on the effect that casualties as opposed to mortalities are
having on the Vietcong and the Vietnamese. He is particularly concerned
about the problem which this might create for them in connection with
hospitalization, medical care, and other logistical support for casualties.
