North China Naval Headquarters in Peip g. The following decisions were made:
a. Ch'inhuangtao (119-35, 39-57), the Choushan Island (122- , 30.- ),
and Hainan are to be used as bases for naval attack and defense maneuvers.
b. The productive capacity of Chinese Communist shipyards is to be increases
c. All fishermen along the Chinese coast are to be organized and trained
in amphibious warfare.
